Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the request for quote (RFQ) for the required supplies and services as required by solicitation V23027-8MAR-0800. Please contact FISC Norfolk for one technical attachment that shall be obtained directly from this contracting office. FISC Norfolk intends to purchase a Firm Fixed Price, Indefinite Delivery Requirements (IDTC-Requirements) type contract for the following: Husbanding services in support of multiple ships for Fort Lauderdale, FL (Port Everglades) Fleet week event the later part of April 2008 (exact dates shown on technical attachment). The contractor shall provide services in accordance with the statement of work therein. Pricing shall be completed in accordance with Attachment 1, Pricing Spreadsheet provided. !!!!!WARNING!!!! Price proposals shall be evaluated for the presence of ?gaming? or ?unbalanced pricing? based on a contractors attempt to ?buy in? to the acquisition evaluation by manipulating the Government?s estimates for a given port. The Contracting Officer shall perform a price proposal analysis to determine fair and reasonable pricing. The Contracting Officer reserves the right to reject an offer if he determines that the lack of balanced pricing poses an unacceptable risk to the government in accordance with FAR Part 15.404-1(g). Or, the Contracting Officer may accept a pricing proposal if the price proposal is determined reasonable with the exception of one or more priced items and award to that contractor and any determined unreasonable priced item shall be determined fair and reasonable pursuant to the Disputes Clause 52.233-1.
