- Description
- The U.S. Department of Transportation (U.S. DOT) Federal Transit Administration (FTA) intends to award two (2) hybrid Firm Fixed Price/Time and Materials Contracts for a base period of three (3) years. The contracts will also include a provision by which up to two (2) one-year option periods can be exercised (in one-year increments) resulting in a total possible period of performance of five (5) years. The Federal Transit Administration (FTA)) (an operating administration within the United States Department of Transportation) is responsible for examining grantee performance and adherence to current FTA requirements and policies using several management tools. The State Management Review (SMR) is an FTA initiated oversight procedure to determine whether a state is administering its FTA funded programs in accordance with Federal transit law provisions 49 U.S.C. Chapter 53. The review process assesses the state's management practices and program implementation of the FTA funded transit programs such as Section 5309, Section 5310, Section 5311, Section 5316, and Section 5317 programs, to include the Rural Transit Assistance Program (RTAP) and other related FTA funded transportation programs to ensure that they are being administered in accordance with specific FTA requirements. In performing assignments related to the state management review process, the contractors will be required to apply expert technical knowledge and experience to provide review of the following 19 Federal transit program requirements. 1. Program Management 2. Grants Administration 3. Selection & Eligibility 4. Financial Management 5. Intercity Bus 6. Rural Technical Assistance Program 7. Satisfactory Continuing Control 8. Maintenance 9. Procurement 10. Buy America 11. Debarment/Suspension 12. Lobbying 13. Planning And Coordination 14. Americans Disability Act 15. Charter Bus 16. School Bus 17. Planning and Coordination 18. Drug & Alcohol Testing 19. Drug Free Workplace Notwithstanding, any firm who believes it is capable of meeting FTA's requirement as stated herein, may submit a response, which if received within 15 calendar days of the date of this announcement will be considered as a source. Responses to this posting must be in writing. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested persons should identify their capability to perform these services by submitting a one to two page proposal in writing, outlining those aforementioned capabilities. A determination not to compete the proposed contract based upon the responses/proposals to this notice is solely within the discretion of the Government.
