Description
The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing proposals to supply up to nine (9) twin-engine Turboprop Aircraft, five (5) Integrated Procedures Trainers, Pilot Training for twenty-five (25) pilots and maintenance training for five (5) maintenance personnel. 1. The FAA anticipates award of a Firm Fixed Price contract based on the most highly rated proposal received. 2. Contract length will be one year, with two option years. 3. NAICS code is 336411: Aircraft Manufacturers, with a small business size standard of 1,500 employees. 4. Desired delivery of the first aircraft is November 2008. 5. Contractors must have an active registration in Central Contractor Registration (CCR) before award can be made. Contractors can register at www.ccr.gov. PROSPECTIVE OFFERORS MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE AND/OR AWARD: a. The contractor must have successfully provided products and services meeting the general description and relative quantities above. b. The contractor must have delivered a quality product in the timeframe established by the contract. c. The contractor must provide past performance information that includes the name of the entity that received the equipment/materials, contract number, and a point of contact for the receiving activity (with phone number and email address, if available). Limit past performance information to 3 pages in length. This information MUST be submitted with the request for specifications and plans. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register with FedTeDS before accessing the system. Registration instructions can be found on the FedTeDS website (https://www.fedteds.gov) by clicking on the "Register with FedTeDS "hyperlink. TO BE CONSIDERED RESPONSIVE TO THIS NOTICE, RESPONDANTS MUST PROVIDE THE INFORMATION LISTED IN THE GO/NO GO CRITERIA, AND SUBMIT A BUSINESS DECLARATION FORM. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL CAUSE YOUR FIRM TO BE DEEMED NON-RESPONSIVE. Requests received after this date and time will not be honored. No telephone requests will be accepted. Solicitation packages will be distributed only to the first eight responding firms that provide all of the information required above, and that meet the listed Go/No-Go criteria. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
