- Description
- The Government intends to solicit and negotiate with only one source, Sierra Pacific Innovations (SPI), Corporation, 21 Sunshine Coast Lane, Las Vegas, NV 89148-2759. The procurement will be conducted on a sole source basis in accordance with the st atutory authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 under the authority of FAR 13.106-1(b) for seventeen (17) each Raptor-X Infrared Digital Cameras (Raptor-X). The basis for restricting competition is because an Airworthiness Release (AWR) has been granted by the US Army Research, Development and Engineering Command, Redstone Arsenal, AL for use of the Raptor-X and SPI is the sole distributor for the Raptor-X. Each Raptor-X Radiometric Thermal Camera includes: LCD Color monitor; Las er Targeting Locater; 8 GB Storage Capability (Internal); USB Image Download; Voice Annotation for in field image commenting; 80mm Long Range Lens; 160mm Extreme Long Range Lens; 25mm Wide Angle Lens; 4 Rechargeable Li-ion batteries and battery charger; R AZ-IR report radiometric analysis software; Leather Belt Clip; Waterproof Hard Carrying Case; Soft Carrying Case; Lens Care Kit; Operators Manual; and SPI IR Resources level I CDROM Training. The NAICS code for this procurement is 334119 and the small bus iness size standard is 1,000 employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be i ssued; however any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 12 March 2008. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See numbered note 22. If no responses are received, the Government will proceed with the sole source negotiation with SPI.
