Description
This is a sources sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement in tegrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government. Responses to this sources sought/market research notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcemen ts separately from responses to this market survey. The execution of this project is subject to availability of Federal Funds. United States Property and Fiscal Office for Florida (USPFO-FL) Purchasing and Contracting (P&C) is seeking qualified and inter ested parties with a first priority on U.S. Small Business Administration (SBA) certified 8(a), HUBZone, and Service Disabled Veteran-Owned Small Business (SDVOSB) and second priority to Unrestricted firms, sources with current relevant qualifications, exp erience, personnel, and capability to perform as Prime contractor on proposed project, LSGA029009 Replace Communications Facility, Jacksonville, FL. The magnitude of construction is estimated between $5,000,001 and $10,000,000. The NAICS Code is 236220 w ith a Small Business Size Standard of $31.0 million. The Government will use responses to this SOURCES SOUGHT announcement to make appropriate acquisition decisions in accordance with Federal Acquisition Regulation (FAR) part 19. The project is for new c onstruction. Description of construction includes demolition of existing facilities and construction of 13,100 SF facility with reinforced concrete foundations, concrete floor slab, masonry walls, standing seam metal roof, interior/site utilities, HVAC (A ir Conditioning: 60 Tons), electrical, communications vault, pavements, relocate and extend existing fencing and utilities, replicate parking lots. All interested SBA 8(a), HUBZone Business and SDVOSB concerns will provide this office, in writing, a notic e stating their positive intention to submit a proposal for this project as a prime contractor no later than 18 March 2008. The written notification, which shall not exceed 5-10 written pages, must include (1) positive statement of intent to respond to any future solicitation as a prime contractor; (2) Identification of firm with appropriate SBA certification/documentation (including DUNS/CAGE); where applicable, status of potential contractor will be verified via SBA PROnet; (3) A listing of projects, with synopsis, completed as prime contractor, or major sub-contractor which were completed during the past three years, both for government and private industry (emphasis on Federal Government projects), that are similar in complexity and dollar value to the p roposed project, citing the percentage of self-performed work for prime contractor projects. The type of project, dollar value, contract number, location and point of contact are to be included. (4) A brief outline of resources, subcontractors, and key per sonnel that would be used to accomplish the contract. (5) Bonding capacity: Provide name of surety, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. Because the government reserves the right to set this acquisition aside for SBA 8(a) firms, HUB Zone firms or Service-disabled Veteran-owned Small Businesses based on the responses it receives, it is imperative that firms resp ond with the required information for capabilities to be accurately evaluated; Respondents will not be notified of the results of the evaluation. However, USPFO-FL will utilize the information for technical and acquisition planning. All proprietary informa tion not to be disseminated in Government documents must be clearly identified.
