- This requirement is in support of the Naval Undersea Warfare Center, Division Keyport. The solicitation number for this requirement issued as a request for proposal is N00253-08-T-0085. The NUWC Keyport has a requirement for the following non-commercial items: Reels Towed Cable, IAW Drawing 2819854-1,-2,-3 REV H and all associated drawings and specifications, in accordance with NAVSEA drawings and detailed specifications*. The requirement is for CLIN 0001: (4) sets of (3) First Articles (not required from proven sources), CLIN 0002: Base year production of (346) sets (of -1, -2, -3), CLIN 0003: Base year production of (4) sets (of -1, -2, -3) (this CLIN will only apply to proven sources), and CLIN 0004: Option quantity of up to (350) sets (of -1, -2, -3). Offerors can only bid on CLIN 0003 if they have previously provided this item. The first article will be delivered 90 days after contract award unless the Government accepts a different delivery. The applicable NAICS code for this requirement is 326199 and the procurement will be a 100% small business set aside and has a size standard of 500 employees. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. Drawings Referenced in this Solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor?s/contractor?s appointed data custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at 888 352-9333. Restricted Drawings and Technical Information are only available by accessing a secure website known as Federal Technical Data Solutions (FedTeDS) at https://www.fedteds.gov/fedteds/start.nsf/frm.VendorLogin?OpenForm&SolicitationNumber=N0025308T0085. FedTeDS is designed to safeguard sensitive, but unclassified (SBU) acquisition information and is fully integrated with other electron ic government initiatives such as NECO and the Central Contractor Regi stration (CCR) database. To obtain information from FedTeDS, vendor/contractor must be Central Contractor Registered (CCR), have a Marketing Partner Identification Number (MPIN) and be FedTeDS registered. Registration instructions can be found on the FedTeDS website, (https://www.fedteds.gov) by clicking on the "Register with FedTeDS" hyperlink then select the option ?Begin Vendor/Contractor Registration Process?. It is anticipated that the solicitation will be available for download on or around 20 March 2008. The closing date of the solicitation will be 31 March 2008, unless a later date is specified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.
