- The following is a Request For Information (RFI). This RFI is for information and planning purposes only and does not constitute a Request For Proposal (RFP). The RFI will be used for the purpose of exchanging information to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Government believes industry feedback is important and is receptive to any and all ideas from industry which would result in increased competition, realizing cost savings, or highlighting potential contractual problem areas associated with the draft requirement. The United States Marine Corps seeks to improve the ability to cool the crew compartment of the M1A 1 Main Battle Tank. Currently, there is no dedicated cooling system in the M1A1 tank. Crewmembers have no way to reduce the extreme temperatures experienced while supporting the Global War on Terror, especially in the summer months. A climate control system or microclimatic cooling system should reduce heat stress and fatigue on the crewmembers to increase their alertness. The USMC seeks information from any vendor that has the capability of reducing the heat stress of the M1A1 crewmembers. Proposed systems shall meet all threshold system characteristics. While not required, the ability to meet the objective system characteristics is highly desirable. Threshold system characteristics: 1.Can be operated both when the engine is and is not running. 2.Does not impact the Nuclear, Biological, or Chemical Protection system of the tank.3.Does not introduce hazardous or volatile substances into the crew compartment of the tank.4.Does not have an impact on the accomplishment of crew tasks and crew egress. 5.Does not require welding or drilling on the tank.Objective system characteristics: 1.Power consumption of no more than 36 amps to allow the Auxiliary Power Unit to power the system when the engine is not running. 2. If an individual cooling system, the ability to provide 200 Watts of cooling per individual at 125 ?F and 14% humidity. 3.Utilize a Non-Developmental or Off the Shelf System already in use by other tracked vehicles. 4.Be able to be installed in a field environment, with no requirement for special tools. 5.Shall be capable of maintaining a cool environment while tanks operate with turret hatches in the open position. All contractors who provide goods/services to the DOD must be registered in the Central Contractor Register (CCR). Any forthcoming soliciatation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offeror ineligible for award. Interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, past performance, and their Rough order of Magnatude (ROM) for the effort, no later than 1100, 04 April 2008. Responses to this RFI shall be submitted by email to michael.klaniecki@usmc.mil, with a subject Line :M1A1 Crew Cooling Compartment System Response: THE SUBMISSION OF INFORMATION IN RESPONSE TO THIS NOTICE IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, NOR FOR THE GOVERENMENT TO PAY FOR THE INFORMATION RECEIVED. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT CHARGES BY THE GOVERNMENT WILL ARISE AS A RESULT OF SUBMISSION OF RESPONSES TO THIS RFI AND GOVERNMENT USE OF SUCH INFORMATION.
