The Marine Corps Systems Command, Program Manager, Infantry Combat Equipment, is conducting market research to obtain information about sources capable of providing a commercial-off-the-shelf (COTS)/non-developmental item (NDI) Individual Flash Fire Protection System (IFFPS) to provide thermal and flame protection from burn injuries to Marines involved in vehicle fires, particularly fires caused by Improvised Explosive Devices (IED) and incendiary accelerants. The primary purpose of the IFFPS will be to protect Marines from severe burn injuries; the alternate purpose is to prevent damage to equipment. The IFFPS required capabilities are as follows: The COTS/NDI IFFPS must require little to no modification for Military application and must be available for rapid procurement and production to meet urgent requirements from the operating forces. The IFFPS trigger-response time and duration must be 0.1 second and the agent-release time and duration must be 0.4 seconds or less, allowing Marines time to egress a burning vehicle without being severely burned. The IFFPS must protect a Marine wearing standard combat equipment from burn injury (defined as less than 10 percent second degree burns sustained) for 10 seconds while exposed to a constant 1,800 degree Fahrenheit temperature environment. The IFFPS must return heated material up to 1,800 degree Fahrenheit to a temperature that will not cause burns in 10 seconds or less. The IFFPS must be independent of being mixed with any other chemical(s) in order to perform effectively. The IFFPS must not cause any respiratory or dermal hazards, and shall not be harmful when contacting any mucous membrane of the body. The IFFPS shall use compressed air and no other propellant. The IFFPS area of coverage must satisfy the space limitations of a HMMWV (150 cubit feet). The IFFPS must be stored in a canister that is light, durable and easily activated and able to perform without failure in a tactical environment. The IFFPS must function continuously when in operation mode and be able to be manually stopped at any time during operation. The IFFPS should be Underwriters Laboratories (UL) certified for use on Class A, B, C, and D fires. The IFFPS must be easy to operate by an individual Marine and maintain with minimal training required to perform basic functions. Of additional interest are designs that can quickly extinguish tire and magnesium related fires and meet a total system weight range of 2.5 ? 5 pounds. Human Factors Engineering assessments; 5. soldier survivability studies; 6. Programmatic, Environment, Safety, and Occupational Health Evaluations (PESHEs); 7. Manpower and Personnel Integration (MANPRINT); 8. Test Plans and Final Reports; 9. Independent Evaluation Reports; 10. Commercial Reports; 11. Test Data and Reports; 12. Health Assessments (Animal Use and Human Studies); 13. Technical Manuals; 14. Chemical Formulations; 15. Toxicity Clearance and Evaluation information; 16. Health Hazard Assessments (skin contact, survivability, soldier impact); 17. Compliance with 2007 National Fire Protection Association (NFPA) STD 1971 and 2008 NFPA STD 1981; 18. NIOSH Standards complied with; 19. Heat Stress/Cold Stress (oxygen deprivation less than NIOSH standard); 20. All available human and animal toxicity study and epidemiology information to include human use studies or data to include such things as off gassing, vapor, and thermal burden; 21. Other information associated with areas such as Industrial Hygiene/Ergonomics, medical health and safety, medical health physics, hearing conservation, occupational and environmental medicine, and entomological sciences data; and 22. Information on wh ether the item is customarily available in the commercial marketplace.
