- Description
- The U.S. Environmental Protection Agency (US EPA) intends to issue a Request for Proposal (RFP), on or about March 20, 2008, for a competitive procurement, set-aside for Small Business Administration-certified 8(a) concerns. The NAICS code number 561612 has a size standard of $17 million in average annual receipts over the last three years. Competition will be open to all 8(a) certified firms nationwide. The resulting contract will be performance based, firm-fixed price with some Indefinite Quantity line items. The performance periods include a base period and four (4) option periods of 12 months each. The procurement is for armed and unarmed security guard and patrol services for the U.S. Environmental Protection Agency located within the Research Triangle Park and Chapel Hill, North Carolina areas. The resulting contract will require the contractor to provide all necessary supervision, labor, training, professional type uniforms, materials, and equipment, including vehicles, necessary to satisfactorily perform protection and patrol services required to maintain physical security, law and order as prescribed by statute, regulation, or EPA policy at locations listed in the contract. The requirements will include both stationary posts and patrol routes. The ability to operate security equipment such as multi-screen closed-circuit television, fire and intrusion alarm systems, and building automation systems will be required. The contract will include options for operation of specialized security equipment such as X-Ray and Magnetometer equipment, supplied by EPA. The contractor shall be licensed under all applicable county, city, state and federal laws and regulations including, but not limited to, A LICENSE TO PERFORM PRIVATE PROTECTIVE SERVICE, ISSUED BY THE NORTH CAROLINA PRIVATE PROTECTIVE SERVICES BOARD (NCPPSB). A pre-proposal conference is being planned. Details will be provided in the RFP. All responsible 8(a) sources may submit a proposal which shall be considered by the Agency. The EPA will make award to the responsible, 8(a)-certified, offeror whose offer conforms to the solicitation and is most advantageous to the Government, cost or price and other factors considered For this solicitation, all evaluation factors, other than cost or price, when combined are significantly more important than cost or price. The solicitation and any amendments will be available on the internet at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Hard copies or diskettes will not be available. Telephone and facsimile requests will not be honored. Only one copy will be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations.
