Description
The Congressional Research Service (CRS) is the public policy research arm of the United States Congress. CRS serves the Congress throughout the legislative process by providing comprehensive and reliable legislative research, analysis, and information services that are timely, objective, non-partisan, and confidential, thereby contributing to an informed national legislature.//CRS currently uses a legacy system, the Inquiry Status and Information System (ISIS), which was developed in-house to manage requests for analysis and information from congressional clients. Assistance is required to provide a Commercial off the Shelf (COTS) replacement for that system which not only allows CRS to record, track, and generate reports about requests received, pending, and completed, but also facilitates research management and collaboration and provides client relationship management capabilities. The Contractor shall provide software, implementation, and training for this COTS system, which will be used by approximately 500 staff members in the CRS research community. The Contractor shall also deliver a plan for the transition from the legacy system to the new COTS system which meets CRS integration requirements and which demonstrates compatibility with the CRS IT infrastructure.//Offerors will be asked to provide a written proposal and an oral presentation including a demonstration of the user interface and the manner in which the COTS product will handle various scenarios, searches, and reports. Period of performance. This period of performance shall be twelve months from date of award. The contractor shall deliver the first release of the new system with all mandatory and agreed-upon critical functionality within three months of contract award. It is anticipated that the solicitation/RFP will be released on or about Friday, March 14, 2008.//Mod 0001: A pre-proposal conference is scheduled for Thursday, March 20, 2008.
