- *** Due date for proposals is extended to: 21 Feb 2008, 11:00 AM local Alaska Time**** This is a combined synopsis/solicitation HSCG85-08-R-625445 for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Proposal incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-23. This is a unrestricted procurement. The NAICS is 332999. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe that Coast Guard procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the Coast Guard Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency?s goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e). Description of Requirement: All work will be accomplished in accordance with the following specification PROPELLER (one LH and one RH) PROCUREMENT USCGC ACUSHNET ORIGINATOR?S COMMAND Maintenance Logistics Command Pacific (MLCPAC) DEPARTMENT / DIVISION Naval Engineering - Specifications Branch . 1.0 SCOPE 1.1. This document sets forth the requirements for the manufacturing, finish machining, testing, preservation, and packaging of a Left Hand and a Right Hand Nickel-Aluminum-Bronze propeller to be used on USCGC Acushnet. The accompanying cap, gland, cover, and other required accessories (all detailed in the drawing) will also be provided in this procurement. 2.0 APPLICABLE DOCUMENTS 2.1. SPECIFICATION ORDER OF PRECEDENCE - In the event of a conflict between the text of this specification and the references cited herein, this specification shall take precedence. 3.0 REQUIREMENTS 3.1. General - The contractor shall provide all labor and material required to manufacture, finish machine, assemble, test, inspect preserve, and package the two propellers as outlined in this specification, the applicable drawings, data sheets, and NAVSHIPS drawing 803-4435837. 3.2. General Description Diameter (Feet) = 9.25? Designed Pitch @ .65R (Feet) = 9.08? Material = Nickel-Aluminum-Bronze (MIL-B-24480 or ABS Type 4) 3.3 Additional Requirements/instructions ? 3.3.1 The drawing shows original material to be Manganese Bronze, the material for this procurement is to be Nibral (generic name Nickel-Aluminum-Bronze). Material is to be cast per specification MIL-B-24480 or ABS Type 4. 3.3.2 Propeller fabrication shall be in accordance with American Bureau of Shipping Guidance Manual for Bronze and Stainless Steel Propeller Castings, 1984 (ABS Guidance Manual) and the ABS Rules. 3.3.3 Certified reports showing the results of the required test bar analysis, accomplished by an independent laboratory are to be furnished. 3.3.4 The finished propellers are to be 100% inspected by dye penetrant method in accordance with NAVSEA T9074-AS-GIB-010/271. Acceptance criteria are per ABS Guidance Manual. 3.3.5 Any welding to be accomplished in accordance with ABS approved procedures. 3.3.6 Where a conflict exists between drawing 167-WAT-4400-1 and this work statement, the requirements of this work requirement shall govern. 3.3.7 Changes to Propeller drawing 167-WAT-4400-1 are to be made as follows: 3.3.7.1 Delete Note 3. 3.3.7.2 Change Note 5 to read ? Propeller blade pitch at individual cylindrical sections shall be accurate to plus or minus 1% at the .6, .7, .8, .9 and .95 radii; and plus or minus 1.5% at the .3, .4, .5 radii. The average blade pitch shall be accurate to plus or minus .75%. Blade pitch shall be determined by the pitchometer method with a minimum 5 pitchometer measurements at each cylindrical section. 3.3.7.3 Delete Note 6. 3.3.7.4 Change Note 8 to read ?propeller and cap to be polished to final finish of 63 RMS.? 3.3.7.5 Change note 12 to read ?Blade half widths are to be measured from the blade center axis at all design radii outside the .25 radius and are to be accurate within plus or minus .5% of the maximum section length of 1/8? whichever is greater. Maximum blade thickness is to be measured at all design radii outside and including the .25 radius and I s to be accurate within plus or minus 2% 04 1/16? whichever is greater. 3.3.7.6 Change Note 13 to read ?the diameter shall be accurate to within plus or minus ??.? 3.3.7.7 Change Note 16 to Read ?Propellers are to be stamped as follows, using ?? to ?? letters on side of hub, between blade and outside fillets, aft of the side lifting hole. BY _____________ WEIGHT _____________ (actual) MATERIAL NI-AL- BRONZE 3.3.7.8 Delete ?collar? from Note 18. 3.3.7.9 Add Note 23 ?The blade edges and tips are to be finished and inspected using 16 Gage Galvanized sheet metal templates machined to design contour. Gages are to be applied at the leading and trailing edges of all design radii outside the .25 radius. Gages are to be minimum 10% of the total blade width and should incorporate the plus thickness tolerance. Gage contour is to be accurate within plus or minus .005?. The gage will be used to inspect each face separately. Clearance between the gage and edge must be 1/32? or les.? 3.3.8 In the event the old 1950 vintage propeller drawing/design conflicts with modern practices and/or NAVSEA Dwg 803-4435837, the Contractor shall notify Coast Guard of discrepancy and recommend changes. Coast Guard will then consider the recommend changes and notify Contractor of final decision. 3.4 Associated Component Fabrication 3.4.1 In addition to the propellers, the following components, all described in 167 WAT 4400-1, ?PROPELLERS?, shall be fabricated to the drawing requirements and delivered in the final delivery. These parts are required to properly install the propeller to the propeller shaft. The materials listed below, supersede those in drawing 167 WAT 4400-1, ?PROPELLERS?. Requests shall include rationale for such requests. Coast Guard reserves the sole right to approve or disapprove all such requests. 3.5 Final Dimensional Inspection Report 3.5.1 A final dimensional inspection report shall be provided which shall include the following: a) Pitchometer measurements and pitch calculations b) Half width measurements c) Thickness measurements d) Track computation e) Angular spacing measurement f) Tip radius measurements g) Verification of bore and threaded hole dimensions h) Hub stampings 4.0 QUALITY ASSURANCE 4.1 GENERAL - The Contractor shall maintain an inspection system which shall insure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system shall be documented and available for review by the Coast Guard. 4.2 RECORDS - The Contractor shall maintain records of all inspections and tests. The records shall indicate the nature and number of observations made, the number and type of deficiencies found, and the corrective action taken. 4.3 CALIBRATION SYSTEM - The Contractor, as well as any subcontractors, shall be required to maintain a test equipment calibration program in compliance with ANSI/NCSL Z540- 1. The program shall be documented and traceable to the National Institute of Standards (NIST). 4.3.1 The calibration system records shall be maintained for inspection for the duration of any contract referencing this specification. 5.0 PRESERVATION, PACKAGING, PACKING, & MARKING ? Each propeller shall be preserved, packaged, packed & marked as specified herein. 5.1 Preservation ? Cleaning, drying, preservatives, preservation application criteria, and methods of preservation shall be in accordance with MIL-DTL-2845E. 5.2 Packaging ? Shall be in accordance with MIL-DTL-2845. 5.2.1 Blade edge protectors are to be installed prior to packaging and shipping. 5.2.2 Lifting eyebolts shall be Contractor furnished and shipped installed in propeller to facilitate handling upon receipt. Apply rust preventative lubricant to threads. 5.2.3 Accessories are to be boxed as a set, individually wrapped, segregated, and secured to prevent damage during shipping and storage. Secure the accessory box to the propeller. As stated below, the provision at FAR 52.212-2, Evaluation-Commercial Items, applies with the following addenda: Award of a contract will be based on the following criteria: Past Performance and price. Offerors are cautioned that the government intends to evaluate offers and award a contract without discussions. Therefore, offeror?s initial offer should contain its best terms. The contract will be awarded as a firm fixed price contract using simplified acquisition procedures. The following factors shall be used to evaluate offers: Past Performance and Price. 1) Price: The total price will be the evaluated price. 2) Past Performance: In accordance with FAR 52.212-1(b)(1) and the following the offeror is required to identify past or current contracts for efforts similar to this requirement. Offerors are to submit three (3) references. Provide as a minimum the following applicable information: contract number, type of service involved, total dollar amount, procuring activity or firm?s complete name, include addresses, telephone numbers and the point of contact. Past Performance will look at relevant experience, responsiveness, resources, quality and consistency of services, customer satisfaction, and management. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be more advantageous to the Government, price and other factors considered. For the purpose of this solicitation past performance is approximately equal to price. Potential sources having the expertise and required capabilities are invited to submit proposals that will be considered by the agency. Proposals should be written and submitted in a legible format.
