- THIS IS NOT A REQUEST FOR PROPOSAL. The VA Montana Healthcare System, Fort Harrison, Montana is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience to provide A/E services for Correct Electrical Deficiencies, Fort Harrison, MT. An electrical study was performed on station and a report was generated specifying electrical deficiencies that need to be corrected. Selected A/E will develop construction drawing and specifications for the noted electrical deficiencies. The estimated construction range is between $100,000 and $250,000. Site location for this project is 3687 Veterans Drive, Fort Harrison, Montana. Selection criteria include in descending order of importance: (1) specialized experience of the firm, both prime and consultants, in design and construction of the above projects; (2) professional qualifications of the firm's staff and consultants assigned to the project; (3) experience on remodeling existing and occupied spaces; (4) socioeconomic status described below (5) geographically located in the State of Montana; (6) past experience working on VA and/or Government facilities; (7) ability of the firm to begin the work within 30 days of award of the contract; and (8) demonstrated success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in the design. All interested firms are required to submit two (2) recently completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown below no later than 4:00 p.m. (Mountain Standard Time), Friday, April 4, 2008. Solicitation VA-259-08-RP-0109 has been assigned and should be referenced on all correspondence regarding this announcement. THE GOVERNMENT'S OBLIGATION FOR AWARD IS CONTINGENT UPON THE AVAILABILITY OF APPROPIATED FUNDS. AGAIN THIS IS NOT A REQUEST FOR PROPOSAL. Pursuant to 38 U.S.C 8127(i), set-aside preferences for awarding this contract will be given to small business concerns and shall be applied in the following order of priority: (1) SDVOSB, (2) VOSB, (3) Contracts awarded pursuant to: Section 8(a) of the Small Business Act (15 USC637(a)); or Section 31 of such Small Business Act (15 USC 657(a)) (HUBZone); and (4) Contracts awarded pursuant to any other small business contracting preference. NAICS Code 541310 is applicable to this acquisition and the small business size standard is considered $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
