- The Aviation Integration Directorate (AID) of the US Army Aviation and Missile Command (AMCOM) proposes to procure for the Special Operations Mission Planning and Execution (SOMPE) Program Office, technical and programmatic requirements for the conti nued design development, and maintenance of the Adaptive Planning Software (APS) application. The APS was originally developed as a tool that automates and facilitates the Military Decision Planning Process (MDMP). References and applicable documents are: Version 3.0 Software Requirements Specification, dated October 26, 2007, Tactical Local Area Network (TACLAN) Version 4.1 Application List, and SOMPE Configuration Management Plan, TM-U-SOMPE CMP, Version 1, dated April 8, 2005. Market research has indicat ed that one manufacturer can meet this requirement. As the previous developer of the APS, this will be a sole source procurement to Frontier Technology, Inc, 75 Aero Camino Suite A, Goleta, CA 93117. The authority to use other than full and open competitio n is FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. One single noncommercial Indefinite Delivery Indefinite Quantity (IDIQ) contract, plus ordering period of four option years is anticipated. As specified by separate task order(s), the Contractor shall provide software development services to enhance the overall functionality and usability of APS functionality. This procurement will be solicited, evaluated, and awarded using FAR Part 15 procedure s. Not sooner than 15 days following this publication in FedBizOps, the Request for Proposal (RFP) W91215-08-R-0004 will be issued. The anticipated date of availability of the solicitation is 20 March 2008. The North American Industry Classificati on System (NAICS) code applicable to this procurement is 541330. Awardee will be required to receive and or generate classified information in performing many of the task orders under this contract. Accordingly, the offeror will be required to provide evid ence that they possess at least a current SECRET facility clearance and storage capability (including computer facilities) or have the ability to obtain one by time of award. Review of a sample task order proposal will be utilized in the evaluation. The of feror shall submit the Past Performance information two weeks after the solicitation issue date.
