Description

The Joint Project Manager for Nuclear, Biological, and Chemical Contamination Avoidance (JPM NBC CA) Product Director Test Equipment, Strategy and Support (PD TESS), through the U.S. Army, Research Development and Enginerring Command Acquisition Cent er, Edgewood Contracting Division (RDECOM AC, ECD), intends to issue a solicitation for a full and open competition to design, fabricate, verify, install, and validate an Individual Protection Ensemble (IPE) Mannequin System. This solicitation was i nitially synopsized as W911SR-08-R-IPEM, which was later renumbered to the current, final number: W911SR-08-R-0008. Draft documents were posted for industry comment during December 2007, and responses to questions received were also posted during that time frame. The solicitation is expected to be posted between 10 and 17 March 2008, and will allow offerors 45 days from date of posting to respond. The general requirement has not changed from the previous announcements, and is as follows: The IP E Mannequin System will consist of an IPE Mannequin, an Exposure Chamber, Ingress/Egress Support, and a Control Room. The IPE Mannequin will be an articulated robotic mannequin that will allow for evaluation of individual protection ensembles' effectivenes s against chemical warfare agents. The IPE Mannequin will simulate human body temperatures, perspiration, and respiration, and perform activities similar to common warfighter movements. A fully-integrated Exposure Chamber will provide a platform for agent dissemination, data acquisition, environmental controls, and support to accomodate all IPE Mannequin functionality. The basic contract shall consist of the IPE Mannequin System design phase (12 months), with an Option for IPE Mannequin System fabric ation, verification, installation, and validation (approximately 17 months).
