The documents will be available under the post entitled: AN/PSC-5D SINGLE CHANNEL Very High Frequency (VHF) and Ultra High Frequency (UHF) TACTICAL SATELLITE (TACSAT) RADIO SYSTEM AND SUPPORT SERVICES SOURCES SOUGHT ANNOUNCEMENT (SSA) Description AN/PSC-5D SINGLE CHANNEL Very High Frequency (VHF) and Ultra High Frequency (UHF) TACTICAL SATELLITE (TACSAT) RADIO SYSTEM AND SUPPORT SERVICES SOURCES SOUGHT ANNOUNCEMENT (SSA). This is not a solicitation. This is only a Sources Sought Announcement (SSA) and will not bind an interested source or the Governmen t in any way or at any time to a contract with any of the specified terms below. This Sources Sought Announcement will be posted until 20 March 2008, and responses will not be accepted after 20 March 2008. The Government is seeking a source that can act as a single solution provider for the required hardware and services described herein. Individual component vendors will not be considered. INTRODUCTION The U.S. Army is issuing this SSA to identify sources that are capable of manufacturin g the AN/PSC-5D Radio and providing the other configurations as defined in the tables below. The Government does NOT possess the technical data/drawings for this radio or its various configurations. The AN/PSC-5D Radio Radio is comprised of three configur ations: (1) Manpack, (2) Satellite Communications (SATCOM)-On-The-Move (SOTM,) and (3) Transit Case enclosed components. The AN/PSC-5D Radio is a multi-mode, multi-band radio. Its features include VHF/UHF communications capabilities, Line Of Site (LOS) op erations, Satellite Communications (SATCOM), Demand Assigned Multiple Access (DAMA), Single Channel Ground and Airborne Radio System (SINCGARS), HAVEQUICK, MARITIME Modes, and supports data rates up to and including 76.8kbps. Embeds Type I Communications S ecurity (COMSEC), Linear Prediction Coding (LPC)-10, Mixed Excitation Linear Predictive (MELP), and supports wideband voice in the VINSON mode at 16kbps. It provides frequency coverage from 30 to 512MHz, , embeds an Automatic Data Controller (ADC), and su pports the Tactical Data Link (TDL) interface using the embedded KG-84 COMSEC, Land Mobile Radio (LMR) mode, Common User Data Information Exchange System (CUDIXS) at 2400 bps as a network member using the NAVMACS terminal interface using an externally atta ched KG-84, JSTARS Interoperable Waveforms, embeds the Mil-Std-188-220B link layer protocol used to transmit data over CNR and Have Quick networks, Transmission Control Protocol/Internet Protocol (TCP/IP) interface and COMSEC Embedded Key Manager (CEKM) th at store up to 250 bound black tag/key-data elements in NVM. The radio is Joint Interoperability Test Center (JITC) certified to the level of Mil-Std-188-181B, 182A, 183. Interested sources must possess, or be capable of obtaining a COMSEC account from the National Security Agency (NSA) prior to the award of any resultant contract. DESCRIPTION/REQUIREMENT In addition to the hardware described in the tables below, interested sources must be capable of providing services to support this equipment. The services include: (1) Planner Training Class intended for senior leadership, frequency managers, and network planners, (2) Operator training class, (3 ) Installation services to install the SOTM hardware into various military vehicles such as M1026, M1114, M1068, C2Vs, Bradleys, Troop Carriers, etc., for which the vendor will be responsible for providing all the necessary hardware to facilitate the inst allation, (4) repair services required for all hardware provided on the resultant contract and for the same hardware currently fielded and (5) replacement parts as defined in the tables below. Training and installation services will require the vendor to travel within CONUS and/or to OCONUS locations. The interested sources trainer/installer personnel must have at least a Secret level security clearance. It is anticipated that a solicitation for a five-year Indefinite Delivery Indefinite Quantity (IDIQ ) type contract will follow. The estimated delivery requirement for quantities may vary due to demand and available funding. Table 1.
