- Introduction. The Department of Navy (DoN) Competitive Sourcing Acquisition Center of Excellence (CSACOE) is conducting market research for the Commander, Naval Air Forces (CNAF) as part of a commercial activities streamlined competition and in accordance with Office of Management and Budget (OMB) Circular A-76 (29 May 2003) and Federal Acquisition Regulation (FAR) Part 10. Public announcement was made for a variety of functions in FY-08, being performed by 375 military personnel at Fleet Replacement Squadrons (FRS) and Test and Evaluation Squadrons (VX) located at Naval Air Station (NAS) Whidbey Island, WA; NAS Lemoore, CA; NAS China Lake, CA; NAS North Island CA; NAS Patuxent River, MD; Naval Station (NS) Norfolk, VA; NAS Oceana, VA; NAS Jacksonville, FL; and NS Mayport, FL as described below. The current workforce performing administrative and/or clerical functions supporting is comprised of 167 military specialists (zero (0) DoN civilians and 167 military personnel). Market research is being conducted to determine potential commercial sources and estimated cost of providing administrative (general administrative) services to military FRS and VX located at the locations mentioned above. Firms are requested to complete and forward the attached survey via email, to the point of contact (POC) identified below NO LATER THAN (NLT) 11 April 2008. IMPORTANT NOTE: This is NOT a Request for Proposal. This is a request for information (RFI) only and information received will be used to assist the Government to determine, pursuant to OMB Circular A-76, if there are private industry sources capable of performing the required Administrative support services to military the FRS and VX or whether the functions will continue to be performed by Government forces. The applicable NAICS is 561110. Participation in this market research effort is voluntary; respondents will not be paid for participation. Firms, responding to this market research effort, are responsible for clearly identifying any proprietary information submitted in response. Small business sources will be considered in this research. A contract will not result from this market research, but a separate solicitation for the services described herein may be issued in the future. The result of the Navy?s evaluation of competitively sourcing the CNAF FRS and VX Administrative support services described herein may result in a solicitation for a service contract. RFI Methodology. The method of conducting market research for this requirement includes this survey and other such means as informal Internet searches, telephone interviews, and discussions with potential commercial sources and industry experts. This questionnaire has been specifically designed to focus on the scope of this research and will be used to record market information obtained from each commercial source included in the research. Note: This is to advise any commercial source providing information as part of this market research process that your information will not be used later as part of the evaluation process should you choose to submit a proposal in response to any solicitation that may result in the future.
