- OMB Circular A-76: Department of Defense Public-Private Competition of Fleet Replacement Squadron Administrative (N69450-08-Q-0556) and Corrosion Control Services and Tool Room (N69450-08-Q-0557) for the Commander, Naval Air Forces at Various Naval Locations THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement and official start date of a public-private competition of Fleet Replacement Squadron Administrative and Corrosion Control Services for the Commander, Naval Air Forces at Various Naval Locations. The incumbent service providers affected by this public-private competition are approximately 385 Department of Defense government personnel positions consisting of zero DOD civilians and 385 military. A streamlined competition will be conducted in accordance with the revised circular. The estimated contract cost will be based on market research and the agency cost estimate will be calculated in accordance with the circular using performance periods that will consist of a base year and two option years. Prospective service providers are advised that a solicitation (1) will not be issued if the estimated cost of contract performance is greater than the cost of agency performance, and (2) will be issued if the estimated cost of agency performance is greater than the cost of contract performance. The Department of Defense Competitive Sourcing Official is Mr. Wayne Arny, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for Department of Navy is Mr. B.J. Penn, Assistance Secretary of the Navy (Installations and Environment). The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is 1 June 2008. The Request for Information and Market Research Questionnaires will be posted to the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil under separate sources sought notices and the following reference numbers: N69450-08-Q-0556 (Administrative Services) and N69450-08-Q-0557 (for Corrosion Control and Tool Room).
