Description
The Space and Naval Warfare Systems Command (SPAWAR), in support of the Program Executive Office, Command, Control, Communications, Computer and Intelligence (PEO C4I), Networks, Information Assurance and Enterprise Services Program Office (PMW 160), is interested in obtaining industry feedback on draft CANES technical documentation and related program information for the design, development and production of the Consolidated Afloat Networks and Enterprise Services (CANES) system. PMW 160 intends to release draft CANES technical documentation and related program information for the purpose of obtaining industry feedback prior to the formal release of the draft Request For Proposal (RFP). CANES draft technical documentation that has been approved for public release is available for industry review and feedback on the PMW 160 CANES Information Workspace Portal located at: https://ncee.navy.mil/peos/C4I/PEO%20C4I%20workspace/pmw/pmw160welcome/pmw160pri vate/CANES/ default.aspx The PMW 160 CANES Information Workspace Portal requires a DoD-issued Public Key Infrastructure (PKI) certificate for access. Directions for accessing the portal are provided as an attachment to this announcement. Contractors are urged to frequently check the CANES Information Workspace Portal for new postings of draft CANES technical documentation on which PMW 160 desires industry feedback. A key objective of obtaining industry feedback on the CANES draft technical documentation is to promote early exchanges of information. Industry is requested to provide feedback and identify constraints or weakness within the documentation or the program acquisition approach that would negatively impact CANES operability, producibility, maintainability, sustainability and cost and production timelines. Industry feedback on the CANES draft technical documentation may be provided to PMW 160 by one of two means: a one-on-one feedback meeting with PMW 160 or by white paper submittal. Industry may provide feedback via a scheduled one-on-one meetings with PMW 160. These meetings with industry are estimated to be held during the week of 21 ??? 25 April 2008 in San Diego, CA. A one-on-one CANES draft technical documentation feedback meeting with PMW 160 may be scheduled by sending an email request to: CANES_SCHEDULING@SRA.COM. Additional instructions regarding the one-on-one feedback meetings will be provided via email at the time the meeting is scheduled. One-on-one meetings are for the purpose of providing industry feedback to the Government regarding the CANES draft technical documentation only. No company capability demonstrations or marketing material will be accepted or discussed during the one-on-one meetings. Industry may also provide feedback on the CANES draft technical documentation via white paper submittal to PMW 160. White papers are requested to be no more than ten (10) pages in length in Microsoft Word format and provided no later than 15 April 2008 to PMW 160 via email to: David Chesnut, Contract Specialist, SPAWAR 2.1C5; david.chesnut@navy.mil ; (858)537-0364. White papers are for the purpose of providing industry feedback to the Government regarding the CANES draft technical documentation only. No company capability demonstrations or marketing material will be accepted or reviewed. THIS IS A REQUEST FOR INDUSTRY FEEDBACK ONLY. This notice is issued solely for information and planning purposes ??? it does not constitute a request for proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party???s expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued. If an RFP is issued, it will be synopsized on the Federal Business Opportunities (FEDBIZOPPS) website at http://www.fbo.gov and the SPAWAR E-Commerce Central website at https://e-commerce.spawar.navy.mil. It is the responsibility of potential offerors to monitor these sites for additional information pertaining to this requirement. The information provided in this notice is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items or the contract approaches/strategies discussed, and release of this notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
