- Description
- NASA intends to award a sole-source contract extension to the INDUS Corporation pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of Goddard Space Flight Center?s (GSFC) Information Technology and Communications Directorate (ITCD). This procurement is to extend Contract NAS5-02038 for a period of 5-months, from June 1, 2008 through October 31, 2008, and to increase the total CORE contract value and IDIQ maximum ordering value. ITCD is currently finalizing their technical requirements in order to go forward with the most efficient and effective set of technical requirements for follow-on to the current BASE contract. This extension is necessary to allow sufficient time for the competitive follow-on procurement. This extension will allow for a continuation of current service orders issued, for modifications to existing service orders, and for new work until the BASE competitive follow on contract is awarded. The contract extension and increase to total CORE contract value and IDIQ maximum ordering value are necessary in order to ensure program continuity and critical mission support and to avoid significant technical impacts to the BASE program. The current Contractor provides the following mission critical services to GSFC?s ITCD: program management services; computer operations services; business infrastructure support services; application development, deployment, enhancement, and continuous support for business information systems; and sustaining engineering support. INDUS Corporation, as the current incumbent, has the combined training, experience, and expertise to provide uninterrupted continuation of mission critical support. Due to the time and substantial duplication of costs involved in procuring and phasing in another contractor, INDUS is considered the only contractor that can meet GSFC?s needs given the short period of performance for the extension. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 PM. local time on March 20, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
