- Proposed solicitation is for NSN 2090 01 514 9268. Item is a Bladder, Boat. Solicitation is for a quantity of 15 each going to Portsmoth VA 23709-5000. FOB destination is required. Inspection is at destination. This acquisition is for supplies for which the government does not possess complete, unrestricted technical data, therefore the government intends to solicit and contract with only approved source under authority of 10 USC 2304(c)(1). All responsible sources may submit an offer which shall be considered. See Numbered Note #26. This solicitation will be made available on it?s issue date of March 24, 2008, AT HTTPS://WWW.DIBBS.BSM.DLA.MIL/ . PLEASE NOTE: THE SOLICITATION WILL NOT BE AVAILABLE UNTIL THE ISSUE DATE. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. A written offer is required and is to be returned to the bid room at Defense Supply Center Columbus, PO Box 3990, Columbus, OH 43218-3990, or can be faxed to 614-692-4275. In a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certification electronically via the Business Partner Network. Offerors are encouraged to complete an Online Representations and Certification Application (ORCA) as soon as possible since this requirement is now appearing in solicitations.
