Description
As a result of the certified streamlined cost comparison performance decision posted February 12, 2008 under FBO Reference Number A76DHHSPSCAOSDPMSPACEMANAGEMENTBRANCH, the Department of Health and Human Services, Program Support Center, will issue a solicitation for the necessary services and qualified personnel to operate this program. The Service Provider (SP) shall provide all labor to complete the services herein in accordance with the terms, conditions, and specifications of the award. The SP shall assume total responsibility for all requirements stated herein on the commencement date of the performance period. Services include, but are not limited to Space Acquisition, Space Alteration and Rent Billing. The solicitation covers a phase-in plus a base and four option performance periods. The phase-in period is 3 months in length, the base period is 9 months in length, and each option period is 12 months long (not-to-exceed 5 years of total performance). Should a contact be awarded the estimated phase-in start date will be October 1, 2008. In addition, the Service Provider will be required to give Government employees who have been or will be adversely affected or separated as a result of contract award the Right of First Refusal of Employment (FAR 52.207-3) for position openings under the contract for which they are qualified, if that employment is consistent with post-Government employment conflict of interest standards.
