Description
The Customs Border Protection Agency intends to issue a Sole-Source Contract to, The John Hopkins University/Applied Physics Laboratory (JHU/APL for a base and one year Option Period. The purpose of the Sole Source Contract is to conduct systems engineering, independent and integrated test and evaluation, and system assessment in support of the deployment of an integrated sensor, network, communication, command and control (C2), and common operational picture (COP) system. Specifically, this contract will focus on independent and integrated test and evaluation and engineering support services for the deployment of advanced technologies that can predict, deter, detect, identify, classify, and respond to Items of Interest (IoI) crossing U.S. borders. Engineering evaluation plans, test conduct, data collection, analysis, and report generation will be done to support system deployment requirements. The Contractor is required to provide integrated and independent engineering test and evaluation of SBInet sensors, networks, communication, C2, and COP technologies from 1 April 2008 through 30 March 2009, with One-year Option Period. The government is under no obligation to exercise the One-year Option. It is estimated the total value of this requirement to include all Options will not exceed $4.9M. In order for Customs and Border Protection (CBP) to maintain the continuity of the effort and to avoid duplication of cost it is imperative that the work expertise continue with JHU/APL. This action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is NOT a request for competitive proposals; therefore no solicitation will result from this announcement. This notice is for information only.
