- Description
- Purpose of Announcement: This announcement is issued in compliance with FAA Acquisition Management System Paragraph 3.2.2.4 and informs industry of the basis for a single-source decision with respect to a requirement for WAAS Operational Data Collection and Benefits Analysis. The FAA intends to make an award to Horizon Air Industries, Inc. (Horizon Air) for the conduct of flight and data collection activities to support compilation and reporting of the operational benefits from appropriately equipped air carrier aircraft operating in the National Airspace System (NAS). Data will assist the FAA in the technical evaluation of WAAS utilization, environmental benefits, economic savings and cost avoidance related to such flight operations as would be normally flown by a regional air carrier. The rationale supporting this decision follows: ???Operates from both OEP and regional airports as well as along RNAV routes in the Western Service Area. ???Certified and approved for single engine, CAT III, HUD, and RNP 3 operations. ???Approved for and operates WAAS upgradeable avionics. ???Demonstrated VNAV coupled capability. ???Operates WAAS and RNP as complimentary capabilities in normal operations. ???Experienced in developing and operating Special RNAV procedures. ???Has no current cockpit avionics integration issues (autopilot or flight displays). ???Will provide STC approved aircraft during revenue-generating operations for data generation and collection. A competitive solicitation is not available for this procurement. Any potential source that has the capacity and technical capabilities to perform this service must provide objective evidence supporting its position. A written response must be provided which addresses the possession of the necessary resources, demonstrated technical capabilities and experience required to perform in each of the areas outlined above. Written responses must be received no later than March 13, 2008, 2PM EDT and directed to Joyce Edwards-Williams, Contracting Officer, AJA-47, 800 Independence Ave., SW, Washington, DC 20591.
