Description
PEO STRI Program Manager for Air & Combat Tactical Trainers (PM ACTT), has a requirement to procure a semi-immersive game application capable of simulating the Common Operating Environment (COE). The immersive environment will provide Soldiers, leade rs, staffs, and units the ability to train on mission critical tasks and exercise cognitive skills required to operate in the COE. This training can be done prior to deployment, during deployment, at home station, institutions, or through individual self-d evelopment. In the future, the government plans to procure an enterprise licensing agreement and data rights for any solution successfully proposed in response to this request for information and the subsequent contracting action. The desire is that this prospective procurement will not require system development but will rely on Commercial-off-the-shelf (COTS) products currently available. 2. The government is seeking potential solutions to fulfill the following requirements: ? Provide a deployable, interactive, semi-immersive environment to train individual and collective skills for company and below in the COE. The training environment will enable Soldiers to train on mission critical tasks prior to, and during a deployment. The applic ation will be capable of hosting a server or acting as a client for multi-participant scenarios to fulfill this requirement. ? Provide an environment that enables commanders and leaders to develop and refine intuitive decision-making skills. This en vironment provides the capability to train commanders and leaders on the following Warfighting Functions: command and control, maneuver and force protection. This allows the commander to practice situational assessment, simultaneous analysis of alternativ es, and course of action selection based on multiple and sometimes competing activities unrelated to the situation. This includes the ability to stimulate a Command and Control systems. ? Provide the ability to develop and edit training scenarios, m issions, terrain, and gaming application content, i.e. models, buildings and computer generated forces. Any solution proposed must provide the capability to import standard DoD terrain products such as Digital Elevation Models, Digital Terrain Elevation D ata, shape files and other files that contain feature data to include building footprints, roads and vegetation. The system must have the capability to import standard imagery formats down to two meters with color resolution. The system must provide the capability to support 3D scenario creation and editing during scenario runtime and provide 3D after action review playback. ? Provide a semi-immersive desktop simulation (first-person shooter/cognitive skills trainer) that provides all the capabilities provided in the Defense Advanced Research Agency DARWARS Ambush! product with but not limited to: " Real-time Mission Editor " Network-based AAR " Ambient life " Task-based artificial intelligence " U.S. Army unique uniforms and equipmen t " Terrain box in excess of 100km X 100km " Ability to network more than 75 players Other desired capabilities are: " Improved After Action Review 2D and 3D capability " Integrated cultural and language training " Coalition unifo rms and equipment " Content management editor " Configuration editor " Weapon and force editors " Thermal imaging " Breaching " NBC " Hand/arm signals " Explosion craters " API for artificial intelligence plug-in " 2D map ove rlays ? Provide complementary HLA/DIS Gateway software configurable for any Run Time Interface or Federated Object Model. 3. Potential offerors will be provided the opportunity to demonstrate likely candidate solutions to the government at no expense to the government. 4. A list of DARWARS Ambush! capabilities are available upon request. Contractors responding to this notice should confirm, at a minimum, that they possess the ability to meet the requirements identified in this sources sought announcement.
