Description
The Naval Air Warfare Center Weapons Division China Lake Ca intends solicitate on a full and open basis a Firm Fixed Price Contract for Aerial LiDAR Collection and Bare Earth Extraction Digital Elevation Model (DEM) for the Navy Geothermal Program Office (GPO). The GPO requires the acquisition and processing of high-resolution aerial LiDAR data to expedite geothermal exploration efforts at three (3) Department of Defense assets: Site 1 - Chocolate Mountains Aerial Gunnery Range (MCAS Yuma) - Nilans, CA; Site 2 - Hawthorne Army Depot (HWAD) Hawthorne, NV; and Site 3 - Naval Air Weapons Station (NAWS) China Lake, CA. The two basic tasks for each proposed site are: Task 1 - Collection of aerial LiDAR data over designated areas of interest and Task 2 - Extraction of Bare Earth models from the collected data. (Process collected point cloud data into high resolution DEM's. Documentation of collection and extraction processes via comprehensive metadata. The contractor shall provide multiple return LiDAR acquisition point cloud data sets and process them into high resolution DEM's. The Contractor shall provide Ground Control Planning and GPS data collection prior to and during flight using their own equipment. This includes collection for QA/QC for Ground Truthing, Ground Control Planning and GPS data collection, Proposed Sites and coverage areas - Hawthorne Army Depot, Hawthorne NV 195,840 acres; Naval Weapons Station China Lake 143,360 acres; and Chocolate Mountains Aerial Gunnery Range - Niland CA 216,848 acres. The Request for Proposal (RFP), including detailed performance work statement will be released on or about 20 Mar 08 and will be posted on the Navy Electronic Commerce Online Website at http://neco.navy.mil and the FEDBIZOPPS Website at http://www.fedbizopps.gov The RFP will close thirty (30) days after issuance, on or about 20 Apr 08. Offeror's proposals must be valid for a minimum of 180 days from closing date. All responsible sources may submit a proposal which will be considered by the agency. All proposed contractors must be registered in the Central Contractor Registration (CCR) to be eligible for award.
