- Sources Sought Resource Efficiency Management (REM) Services for NAVFAC EURSWA AOR Specific requirements for energy conservation and reduction in consumption and cost are described in the Energy Policy Act or 2005 and Executive Order 13423 of January 2007 as well as the Energy Independence and Security Act of 2007 Naval Facilities Engineering Command Europe and Southwest Asia (NAVFAC EURSWA) plans in part to satisfy these requirements using Resource Efficiency Management (REM) services. NAVFAC EURSWA seeks traditional REM services for the installations in its area of responsibility (AOR) and the potential to offer those services to NAVFAC EURSWA customers throughout the area (referred to as area of applicability or AOA through this document). This AOA includes Naval Stations and Activities in Europe, Southwest Asia and northern Africa with the potential to offer services under this contract to DOD and State Department facilities or other United States Government offices throughout this AOA. The characteristics/qualifications of the traditional REM services sought include: . Accomplished in the technical areas of energy efficiency, water conservation, and/or resource management; . Innovative, while applying proven practices and technologies; . Skilled in data collection, analysis and presentation . Able to think systematically and holistically, implementing long-term changes and not just one-time fixes; . An excellent marketer and communicator. REM deliverables will be in the area of Energy Program, energy projects, and energy awareness. REM services will result in identifiable, quantifiable actual reductions in energy consumption and significant associated reductions in cost. It is anticipated that contract award will be made in accordance with the Brooks Act resulting in a qualifications based selection. The contract is anticipated to include a one-year base period of performance and four option years. The anticipated dollar value is between $600,000 and $1,200,000 per year, with a total not to exceed contract value equivalent to $6,000,000. Award of the contract in EURO is being contemplated. It is anticipated that initially REM services will be based and co-located out of Naval Support Activity Naples, Italy and or Naval Air Station Sigonella, Italy. Extensive travel is anticipated. Potential, additional permanent assignment locations will be considered including Naval Station Rota, Spain and Naval Support Activity Bahrain. Travel associated with REM Services from an assignment location to provide support to other facilities in the AOA will not exceed an average of 35% on an annualized basis. Familiarity with European equipment, systems, components, and rate structures is considered beneficial. Please note this is not a Request For Proposal.
