Description
SOURCES SOUGHT FOR AIRCRAFT RUNWAY EXTENSION CONSTRUCTION CONTRACT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT; A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. Naval Facilities Engineering Command Southeast (NAVFAC SE) is seeking qualified and interested parties on an unrestricted basis. The work will primarily consist of extending aircraft runway approaches approximately 1000 linear feet to existing runways at Navy Outlying Landing Field (NOLF), located at Middleton Field Airport, Evergreen, AL. Construction will include minor demolition, removing and installing new fencing, clearing and grubbing, excavating and installing new fill in low unstable areas, extending the asphalt runway pavement approximately 1000 linear feet on both runways, paved shoulders, storm drainage, environmental mitigation for minor wetland areas, relocation of two existing access roads and an overhead electrical service line, construction of two Runway Duty Officer pads (RDO) and an airport lighting equipment vault, replacement of existing airfield lighting systems, new edge lights, threshold lighting, wind socks, distance markers, airfield striping, and electrical utilities. The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the service at the Navy Outlying Landing Field (NOLF), located at Middleton Field Airport, Evergreen, AL. This project will be solicited with 100% design drawings and specifications. Award will be made to the responsible offeror whose proposal, as it conforms to the solicitation requirements, represents the best value to the Government. The NAICS Code for this solicitation is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard is $31,000,000. The projected magnitude for this project is $5M - $10M. Interested sources are invited to respond to this sources sought announcement. Respondents shall provide up to five projects that best demonstrate the company?s experience relative to the types of work covered by this requirement. Projects should be representative of NAICS 237990 and be similar in size, scope, and complexity to this requirement. Contracts must have been performed or substantially performed within the last five years. Contracts with federal, state, or local Government, and/or commercial customers will be accepted. Respondents will not be notified of the results of the evaluation. However, NAVFAC SE will use the information provided for technical and acquisition planning. If adequate numbers of responses are received from qualified 8(a), HUBzone or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on a set-aside basis. All proprietary information not to be disseminated in Government documents must be clearly identified. Please respond to this announcement by 2:00 p.m. (ET) on 21 March 2008, via email to andrew.miller8@navy.mil. The subject line of the email shall state EVERGREEN RUNWAY EXTENSION SOURCES SOUGHT RESPONSE. Emails shall be no more than 10MB in size. If additional space is needed, more than one email may be sent. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
