Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal/ Quotations for Battery Acceptance Testing for the LIthium Ion Battery (LIB) for the Extravehicular Mobility Unit (EMU). The Statement of Work can be viewed at: http://procurement.jsc.nasa.gov/NNJ08233642Q/sow.doc The provisions and clauses in the RFP are those in effect through FAC 05-24. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 335912 and 1,000 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA-JSC is required within 18 months ARO. Delivery shall be FOB Origin. Quotes for the items(s) described above are due by 1:30 local time, March 17, 2008 to Julie Karr, 2101 NASA Pkwy, Houston, TX 77058 and must include, solicitation number, FOB origin to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quotes shall provide the information required by FAR 52.212-1 (NOV 2007), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Technical merit includes: 1. Relevant qualifications and experience (on similar battery test services) of the personnel proposed to manage and perform this test service for NASA. 2. Superior company resources to ensure high test quality. 3. Relevant experience of the company with similar battery test services. 4. Safeguard of the Test Articles (section 6.0) ? Measures taken to mitigate risk that the cells be mishandled, mislabeled, or overstressed during all phases of the contract. 5. Test Performance (section 6.0) ? Proposed test method for leak testing the cells to ensure accurately detecting defective cells with a reasonable balance for minimizing false positives (section 6.2). Measures taken to ensure accuracy during the capacity cycle tests; particularly, the 21 day soft short detection test (section 6.3). 6. Data Deliverables (section 3.0) ? Clearly written, well-organized, and comprehensive test documentation. Potted cross-cut samples that capture salient features of the cell design without distorting them and enable precise dimensional examination of internal cell components. Cross cut samples delivered with the proposal are encouraged will aid proposal evaluation and selection. 7. Schedule (section 4.0) ? Ability to exceed the schedule as set out by the statement of work. It is critical that offerors provide adequate detail on each of the evaluation factors. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
