Description
This is a notice of intent to extend the period of performance for contract SRS-02042881 with MACRO International, Inc., located at 11785 Beltsville Drive, Suite 300, Beltsville, MD. 20705-3119 on a non-competitive basis. Under contract SRS-02042881, contractor support is provided for ?Surveys of Federal Funds and Development and Federal S&E Support to Universities, Colleges and Nonprofit Institutions.? This notice is not a request for competitive proposals. The contract period of performance will be extended from May 1, 2008 to December 31, 2008. During the period of performance extension, the contract will be modified to: (1) add two new tasks to implement, complete and document calendar year 2008 data collection and reporting activities for two NSF surveys of Federal agencies (the Survey of Federal Funds for Research and Development and the Survey of Federal Science and Engineering Support to Universities, Colleges, and Nonprofit Institutions). Under the two new tasks, the contractor is expected to continue to collect, tabulate and analyze data on actual agency funding in the just-completed fiscal year 2007 and on estimated agency funding for the in-progress fiscal year 2008 and for the future fiscal year 2009. All facets of these new tasks shall be accomplished in calendar year 2008; (2) provide continued support for maintenance of an existing Excel system that provides a method of data display for producing NSF's Science and Engineering State Profiles; and (3) allow NSF sufficient time to prepare for the issuance of a competitive solicitation for a follow-on award. The contract value will be increased to $4,742,543. NSF is legislatively required to collect survey statistics. Generally, the survey cycle is initiated by the end of February in order to permit agencies sufficient time to respond to NSF surveys during the spring and early summer. The data is used in implementing a number of Federal programs (e.g., the Small Business Innovation Research program and the Federal Laboratory Consortium set-aside). It is also used by policymakers in Congress and Federal agencies. Therefore, NSF must avoid any further delay in completing data collection. Interested parties submitting responses to this notice must provide a capability statement demonstrating their capability to perform the requirements stated herein without interruption. At a minimum, the capability statement must include: (1) a statement that proposed personnel are currently employed by the responding party and will be available to perform the contemplated work; (2) demonstrate the offeror?s experience and expertise to provide the services described above, within the timeframe required and without substantial duplication of cost to the Government and any other information indicating a legitimate ability to meet the specific requirements described. The capability statement shall not exceed 5 pages. Written inquiries and the Capability Statement must be received on or before March 21, 2008 and shall be sent electronically to: jtjohnso@NSF.gov
