Description
The Uniformed Services University of the Health Sciences (USUHS), the DOD Medical School and Health Sciences University, Bethesda, intends to procure on a competitive basis an annual subscription covering a number of print and online format subscriptions listed in the attached document for the calendar year 2008 and four follow-on option years. This notice serves as a combined synopsis/solicitation for commercial items/services prepared in accordance with the procedures in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation will be issued as a request for quote (RFQ). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular 05-23. The North American Industry Classification System (NAICS) code is 519130. This RFQ is not set-aside for small business. The contract award will be done as a single award contract and all journals will have to be submitted collectively. It will be the responsibility of the contractor to check the website, http://www.fbo.gov, for the issuance of any changes/updates to the solicitation. Facsimile offers are acceptable and please submit all questions and concerns in writing by February 1, 2008. All responses are due on February 8, 2008 at 4:30pm. Anticipated award date is February 12, 2008. The contract line item for this requirement is as follows: CLIN 0001, Annual Print & Online Subscriptions, Qty.: 1.00 Year Base Year, Period of Performance: February 12, 2008 ? February 11, 2009 CLIN 0002, Annual Print & Online Subscriptions, Qty.: 1.00 Year Option Year I, Period of Performance: February 12, 2009 ? February 11, 2010 CLIN 0003, Annual Print & Online Subscriptions, Qty.: 1.00 Year Option Year II, Period of Performance: February 12, 2010 ? February 11, 2011 CLIN 0004, Annual Print & Online Subscriptions, Qty.: 1.00 Year Option Year III, Period of Performance: February 12, 2011 ? February 11, 2012 CLIN 0005, Annual Print & Online Subscriptions, Qty.: 1.00 Year Option Year IV, Period of Performance: February 12, 2012 ? February 11, 2013 The information listed below is for the base year only. The number of students, alumni, faulty, and staff for all option years are subject to change in regards to university enrollment. -Number of Users: Students, Alumni, and Adjunct Faculty ? 5,000 -Number of full-time employees (FTEs) ? 900 students, 400 Faulty, and 400 Full-Time Staff -Number of IP Addresses: Eight IP addresses -Number of simultaneous users: one (1) simultaneous user for all titles Where online subscriptions are offered one user at one machine version will not be useful to the university. The online subscriptions must allow all users on campus to access the titles and users not on campus. The university has an electronic resource portal which offers secure access only to people with a user ID and password. The government will award a firm-fixed-price (FFP) contract with an annual adjustment to be negotiated each year as required. Offerors may propose a fixed-price with an annual adjustment to be negotiated each year as required. The contract will allow for deletions, substitutions, and additions of journals and the contractor will be allowed an appropriate adjustment in price under a mutually agreed upon adjustment agreement in the contract. DESCRIPTION OF REQUIREMENTS: The following description of requirements must be met by the successful offeror: (1) all volumes must be complete; (2) all print & online issues must be received in a timely manner (not more than 90 days after publication date); (3) claim of missing issues must be available through an electronic interface such as a website; (4) claims must be addressed in a timely manner (within 30 days of the date of the claim) with missing issues replaced; (5) offerors must have an electronic interface capability that must interface with the LRC web-based catalog (Innovative Interfaces, Inc.); (6) an electronic reporting capability that includes comprehensive series management reports that cover collection evaluation, development, and budgeting and allows for downloading of reports; (7) compliance with Association of Subscription Agents and Intermediaries (ASA) guidelines, membership in ASA not required but compliance with guidelines is required; and 8) site licenses for all online subscriptions will be required for the entire university with remote access at anytime. EVALUTION FACTORS: The government will award a firm-fixed price contract to the responsible offeror whose offer conforms to the combined synopsis/solicitation and is most advantageous to the government based on price and the technical factors listed below. 1) Corporate Experience ? describe your capability to perform the required work and the requirements of the contract as specified above. 2) Past Performance ? Provide five references to be contacted by USUHS personnel. Include: company name, point of contact, phone number, contract amount, and period of performance. 3) Price. Failure to provide the information relative to each evaluation factor may render your offer non-responsive. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provided sufficient technical literature, documentation, etc. in order for the Government?s evaluation team to make an adequate technical assessment of the quoted journals as to meeting technical acceptability.
