- Description
- The US Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to issue a competitive quote, set-aside for small business concerns holding the General Services Administration (GSA) schedule under SIN 871.1. The quote will require Professional Engineering and Related Services Support of the Federal Energy Management Program (FEMP). This support may require ancillary open market items. The North American Industrial Classification System (NAICS) code for this effort is 541712 with a size standard of 500. Note 1 which states ???The proposed task order is 100% set aside for small business concerns??? applies to this quote. FEMP assists Federal agencies in meeting the energy efficiency and renewable energy goals of the Energy Policy Act of 2005 and Executive Order 13423 by providing those agencies access to and technical support of Super Energy Savings Performance Contracts (Super ESPCs) and Utility Energy Service Contracts (UESCs). These contracts enable Federal agencies to have energy savings work conducted at their facilities using third-party financing. The contractor will provide technical advice to FEMP management and Assistant Secretary of EERE and assist in the coordination of alternative financing planning and implementation activities between FEMP management and other Federal agencies. The contractor will also provide ESPC training for DOE TEAM Initiative ESPC teams and other Federal agency ESPC teams government wide. FEMP???s Utility Services program has lead responsibility for the Federal Utility Partnership Working Group (FUPWG), which is composed of Federal officials, laboratory personnel, and representatives from utilities and energy service companies involved in Federal energy management projects nationwide. The working group meets twice a year at different locations hosted by a FUPWG utility partner. In between meetings, activities are coordinated and acted upon by the FUPWG Steering Committee. The contractor will provide technical support to the group as directed by the FEMP Utility Service???s Program Lead. This includes organizing and implementing steering committee calls, developing meeting agendas, identifying and contacting speakers and panelists, preparing a meeting newsletter, working with the registration contractor, and summarizing and posting meeting results and PowerPoint presentations on the FEMP website. The contractor will also provide ongoing research to support the Utility Strategic Plan and a new initiative to encourage utilities to offer UESCs and the collection and analysis of Federal facility project data from Federal agencies and their utilities. NETL anticipates awarding a time and materials task order under the proposers GSA contract. The task order will be for a one-year base period with two one-year option periods. Quotations are due through IIPS no later than 8:00pm on March 14, 2008.
