Description
The U.S. Department of Energy, Office of Strategic General Information Posted Date: March 07, 2008 The Department of Energy (DOE) has a requirement to provide technical and analytical support services to the Strategic Petroleum Reserve (SPR) program, under the direction of the Deputy Assistant Secretary for Petroleum Reserves. A five-year contract consisting of one 12-month base period and four 12-month option periods is contemplated. An estimated Direct Productive Labor Hours (DPLH) of 12,000 per year for five years is anticipated. The support services will cover areas such as program planning, environmental reviews and assessments, petroleum refining and logistics studies, and SPR system performance assessments. The North American Industry Classification Code is 541330 and the size limit standard is $25 million. In order to ensure that award is made to an eligible small business concern, prospective Offerors, in consultation with legal counsel, are encouraged to review the Small Business Administration's (SBA) size eligibility standards found at Title 13 of the Code of Federal Regulations, Section 121 (13 C.F.R.121). In particular, Offerors anticipating proposing a joint venture, subcontracting, or another form of teaming arrangement should review 13 C.F.R. 121.103, What is affiliation?
