- 1. This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI8221 and the solicitation is being issued as a Notice of Intent on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-24). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure two (2) Infors Multitron Shaking Incubators on a sole source basis from Appropriate Technical Resource Inc who is the sole manufacturer of this Incubator. The contractor will provide the following items: 1) AJ125TC Mulitron II TC 25mm with Top Cooler which are stacked incubators 2) AJ125C Mulitron II CC 25mm with cooling coil which cools the incubators, 3) ATMO Universal Trayw/Holes which are trays with holes in the in the incubators. 4) ATMO universal trayw/holes which are clamps that fit in holes that can hold glass or plastic flask that are to be shaken for many hours. 5) Double stacking kit top cool Storage base which is a stacking kit that includes a base and anchor bars to stack incubators. 6) ATK1999 Clamp, 1L Infors which are clamps that will fit in the incubators trays. 7) ATK 2000 Clamps, 2L Infors which are clamps will hold 1 liter flasks while in the incubator. Specifications: 1) It has a 8x2.8L flasks; 3) All units are refrigerated and the footprint is 42 inches wide ; 4) Tray slides completely out allowing access of all rear samples; 4) Has a single bearing eccentric that moves the main shaft with virtually no vibration, less noise and less wear. 5) has a brushless three-phase drive system that does not produce black dust contamination in side the unit; cabinet is constructed of polyurethane with insulating properties which produces faster temperature changes and better uniformity across the shaking table and 7) the installation of two top mounted tangential blowers that eliminate dead spot within the cabinet to maintain the uniformity of temperature throughout the cabinet. The North American Industry Classification System (NIACS) Code for this acquisition is 334516, and the small-business size standard is 500 employees. This is a firm fixed-price contract and the FOB terms are Destination and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.225-1, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the agency.
