- Notice of Intent to Award a Sole Source Procurement. The Government intends to issue a sole source contract for the privatization of the waste water distribution system for the Wisconsin Air National Guard (ANG) located at General Mitchell Internati onal Airport Wisconsin, to Milwaukee Metropolitan Sewerage District for 128th ARS. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. T he Milwaukee Metropolitan Sewerage District (Contractor) will assume ownership of the above-mentioned utility systems and will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuo us, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. The waste water system being privatized is described as follows: The Wisconsin Air National Guard (ANG) 128 th Air Refueling Wing (ARW) is located about 6.5 miles south of the center of Milwaukee and 2.5 miles west of Lake Michigan. The 128th ARWs mission is to provide aerial in-flight refueling and passenger/cargo transportation. The base currently flies KC- 135 Air Refueling Tankers. The 128th ARW employs 980 Air Guard personnel, 294 technicians, and 39 civilians. The base maintains approximately 26 buildings and structures with the breakdown being 16 industrial and 10 administrative buildings. The Wisc onsin Air National Guard was established in 1947 and located at Mitchell Field. The 128th ARW occupies 63.4 acres leased from the State of Wisconsin. The larger parcel, 58.5 acres is located east of the General Mitchell International Airport north-south r unway. It houses the apron, hangars, and most of the base operation buildings. The smaller parcel, 4.9 acres, is located to the west of the General Mitchell International Airport north-south runway, and is adjacent to the north side of the 440th Air Forc e Reserve Station. The smaller parcel of land is referred to as the Guard West and it houses an office building and a maintenance facility. Additional land adjacent to the east side of the base has been acquired to allow expansion in the future. This la nd is currently undeveloped and separated from the main portion of the base by a large railroad embankment. Wastewater collected at the 128th ARW is conveyed to the City of Cudahys sewer collection system at a city owned manhole. Wastewater is not metere d prior to entering the Cudahy sanitary sewer system; instead the installation is billed for sewage treatment fee based upon 100 percent of its potable water consumption. The 128th ARW wastewater system consists primarily of gravity-flow pipe with three lift stations. The collection system includes laterals, oil/water separators, and collection mains. The oil/water separators treat industrial wastes before it enters the sanitary sewer system but are not part of this contract. Several laterals are typic ally 4 to 6-inches in diameter, and mains range from 6 to 8-inches in diameter. The average depth of the lines are 5 to 10 feet underground although the actual depth may vary. Most of the system consists of the original vitrified clay pipe installed in th e early 1960s. The installation has two lift stations at the main base. The main pneumatic lift station is located near the intersection of Freedom Drive and T anker Avenue. The discharge from this lift station flows to the city of Cudahy manhole located on the east side of the north-south railroad embankment, due east of the lift station. The second lift station, a small grinder type, is located at the gate ho use at the north end of the main base. It lifts wastewater from a small storage tank so its gravity flows to the main lift station. The Guard West area contains a pneumatic lift station similar to the one on the main base. The lift station discharges w astewater through a 6-inch pipe extending to the collection system at the former 440th AW near the fire training Pit. The Air Force Real Property Agency assumes ownership of the wastewater when it enters the former 440th owned manhole. Competitive propos als were requested in 2003 and no offers were received. This notice is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authorit y of DoD Utility Privatization Policy dated 2002. However, interested persons may identify their interest and capability to respond to the requirement. This information shall include: confirmation of your understanding that the requirement includes purch asing the distribution system, and then entering into a 50-year contract for the operation, maintenance, repair and replacement of the systems; furnish us with references indicating your prior experience operating, maintaining, repairing and replacing such systems; and indicate how you would meet the emergency response time requirement of one hour. All responses received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Governm ent not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procur ement.
