Description
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Threat Systems Management Office; in support of the Afghanistan National Army Air Corp s (ANAAC) and the Combined Security Transition Command - Afghanistan, intends to issue a Request For Proposals (RFP) to purchase six (6) newly manufactured Mi-17-V5 helicopters (modified to incorporate western avionics systems) and associated parts and equ ipment (with an option to purchase one (1) additional identical helicopter) in accordance with the attached draft RFP. The contractor must purchase the Mi-17-V5 helicopters from the Original Equipment Manufacturer (OEM), Kazan Helicopters, and all m odifications to the Mi-17-V5 helicopters must be performed by the OEM or an Interstate Aviation Committee (IAC) certified facility. Airworthiness Certification for the complete aircraft (to include modifications) must be obtained by the contractor f rom the International Commercial Aviation Organization (ICAO) or an IAC recognized Airworthiness authority. Delivery and final acceptance of the modified aircraft will be performed in Afghanistan not later than the following dates: Aircraft 1 thru 3  30 April 2009 Aircraft 4 thru 6  31 Aug 2009 Aircraft 7 (Option) will be delivered and accepted not later than 12 months after exercise of the option. The option, if exercised, will be exercised within 120 days after contract award. All aircraft must include a 300 hr/12 month warranty. All warranty work must be performed be an IAC certified repair facility. This procurement is being conducted to satisfy an urgent requirement. The anticipated schedule for this procurement is as follows: Responses to this Synopsis Received  24 Mar 2008 RFP Issued  28 Mar 2008 Proposals Received  14 Apr 2008 Contract Award  21 Apr 2008 This synopsis is not an Invitation for Bids or Request for Proposals. DO NOT SUB MIT A PROPOSAL IN RESPONSE TO THIS SOLICITATION. THE ATTACHED RFP IS A DRAFT. WHEN ISSUED, THE RFP MAY NOT BE IDENTICAL TO THIS DRAFT RFP. If you want to receive the RFP when it is issued you must submit your request to the Contracting Officer, Pa ul Rhodes, by email at paul.rhodes@us.army.mil not later than 1600 Eastern Time on 24 March 2008.
