Description
The US Army Corps of Engineers, Memphis District, intends to issue a Request for Proposal (RFP) for the Cairo-Mound City, Illinois, Parcel 4, Seepage Control Project located in Alexander County, Illinois. This is an UNRESTRICTED procurement; all res ponsible sources may submit an offer. When applicable, Federal Acquisition Regulation (FAR) clause 52.219-4, entitled Price Evaluation Preference for HUBZone Small Business Concerns, will be applied to this procurement. The acquisition method is a negot iated procurement using the lowest price technically acceptable source selection process. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The work consists of furnishing all plant, labor, materials and equipment necessary for clearing and disposal of debris therefrom; excavation of levee material; stockpiling; later replacing and semi-compaction levee material, and disposal of materials therefrom; constructin g a soil-bentonite slurry trench cut-off wall; fertilizing and seeding, and environmental protection. There are eleven (11) sheets in the set of drawings. The estimated value of the proposed work is between $5,000,000.00 and $10,000,000.00. The North Ame rican Industrial Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $31 million. Interested companies should be able to verify they can meet the 100 percent bo nding requirement for performance and payment bonds and be registered in CCR, http//www.ccr.gov, with representations and certifications available through ORCA, http://orca.bpn.gov. Lack of registration in the CCR database will make an offeror ineligible for award. (Reference DFARS clause 252.204-7004 ALT A, entitled Required Central Contractor Registration).
