- SYNOPSIS: The solicitation shall be issued on an unrestricted basis, inviting full and open competition. It is the intent and objective of the Government to award a Construction contract comprised of 7 FUELS projects. Contractor proposals shall include all labor, supervision, material, construction and equipment necessary to provide the following: Base Bid: Repair/Replace Fuel Truck Loading Rack and Fuel Truck Parking Option 1: Renovation of Fuel Pump House, including replacement of windows, doors, hatch covers, repair of walls and roof, painting, mechanical ventilation, electrical work and fire alarm. Option 2: Petroleum Oil and Lubricant (POL) Storage Systems Repair; renovation and construction at the Fuel Farm area, including fencing and concrete work, exterior lighting, demolition and repair work at the Ready Issue Tank Area, including tank manholes and manways, manway covers, stripping pumps, stripping piping, product recovery tank piping and tank level switches. Option 3: Construction of two new pantographs Option 4: POL Storage Systems Repair & Modifications; civil and mechanical demolition of the existing truck fill and drain tank and relocation of existing filter separators and relaxation tank. Project includes new piping through the Pumphouse to Filter Separators and to the Ready Issue Tanks and new Truckfill Loading/Off Loading Island. Option 5: Construction of the new Motor Control Centers and PLC building. Project includes electrical work, including work associated with demolition of Motor Control Centers, demolition of feeder circuits to various pump motors, and existing fuel system controls. Option 6: JP-5 Fuel System Miscellaneous Modifications; all work associated with construction of the Breakout Tank, cathodic protection work and demolition and replacement of Pantographs. The NAICS Code for this proposed procurement is 237120, Oil and Gas Pipeline and Related Structures Construction. The Estimated value range of this contract is between 1,000,000 and 5,000,000 Euros. The Request for Proposals (RFP) will be available for viewing and downloading on or about 21 March 2008. Proposal due date is anticipated as 21 April, 2008, 2:00 p.m. Central European Time (CET). The solicitation is formatted as an RFP in accordance with the requirements designated by sections of the FAR 15.203 and NFAS for a negotiated procurement. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. A Pre-Proposal Conference is tentatively scheduled for 3 April 2008 at 2:00 PM, local time. Interested parties shall contact Angela Tsukala at angela.tsukala.gr@eu.navy.mil to register. The Government intends on issuing the RFP Solicitation through the Internet at https://euro.neco.navy.mil. Amendments will also be posted on the website for downloading.
