- The purpose of this amendment is to change the technical evaluation criteria in FAR Clause 52-212-2, Evaluation--Commercial Items (Jan 1999) to be in compliance with the SOW. SUMMARY OF CHANGES TO SOLICITATION The first 2 Technical Questions have been combined per the following modification: 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) 1. Technical Acceptability: Award shall be made to the offeror who has the lowest evaluated price, highest confidence past performance, and meets or exceeds the acceptability standards for non-cost factors. The non-cost factors are: - Does the offor?s Workshop Facilitator/Reviewer hold at least a Bachelor?s degree OR have at least 10 years of experience in Human Resource Management? - Have they given briefings or developed lesson plans on completing a resume? - Do they understand military protocol? - Have they assisted military members during their transition out of the military? - Have they assisted military members in transferring a military resume to a civilian resume? All offerors must submit adequate information to demonstrate meeting the above technical requirements. Past performance information references from previous work, formal training certificates and other evidence may be submitted. Offerors must provide a professional resume. (End of Summary of Changes) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F3S3188057A001 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. Effective 25 Jan 2008 & Class Deviation 2005-o0001 (iv) This acquisition is solicited as 100% set aside for Small business. The associated NAICS code is 611430 with a $6.5 Million size standard. (v) The contractor shall submit a quote for the Airman & Family Readiness Center Resume Review/Workshop Facilitator at Scott Air Force Base IL. All responsible sources may submit a quotation, which shall be considered. (vii) F3S3188057A001 A&FRC Resume Review/Workshop Facilitator. The RFQ which includes the Statement of Work and Wage Determination will be posted as a ?Special Notice? on the FedBizOps website. Quotes will be evaluated for Technical, Past Performance and price. Follow all instructions regarding these factors. The Past Performance Questionnaire will also be posted as a ?Special Notice.?
