Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquistion Regulation as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number H92222-08-R-0027 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. The associated NAICS code is 333314 and the small business size standard is 500. This acquisition is subject to the Non Manufacturer Rule of the Code of Federal Regulations, Title 13, Chapter 1. The rule requires that small business bidders either be the actual manufacturer of the product or the provider (as a nonmanufacturer) of the product of another small business manufacturer. If there are no small business manufacturers of the product being procured, a waiver to the nonmanufacturer rule would have to be requested from and approved by the SBA. All responsible small businesses may submit a quote, which shall be considered by the agency. The United States Special Operations Command (USSOCOM) intends to procure the following item(s): CLIN 0001 Description AN/PVS-7B Night Vision Goggles Quantity 42 RDD 1 JULY 2008 The AN/PVS-7B is a single tube, bi-ocular night vision goggle configuration. The system employs user-friendly controls, an integrated IR illuminator, and internal low battery and IR indicators. The PVS/7 is light weight and significantly reduces operator fatigue compared to older heavier models. The AN/PVS-7B can be operated for up to 40 hours, powered by two "AA" alkaline batteries. In addition, the AN/PVS-7B has a quick-release lever that permits one-hand mounting and un-mounting, an IR-on indicator, and a low-voltage indicator. The AN/PVS-7B must be equipped with filmed image intensification tubes with a figure of merit (FOM) below 1250, where the FOM is calculated by multiplying the signal to noise ratio by the resolutions measured in line pairs per millimeter. (GEN II or GEN III) The image intensification tube must not employ an auto-gating feature. Award of a contract resulting from this solicitation will be to the responsible offeror whose offer conforms to the solicitation and is the best value and most advantageous to the Government, price and other factors considered. The government will evaluate each offer for time of delivery and price. Time of delivery is more important than price. The government will conduct a comparative evaluation of offers.
