- This amendment is issued to incorporate the following changes and clarify synopsis/solicitation M67861-08-T-A009: -extend due date for quote, past performance questionnaires and audio sample to 3:00p.m., local time, 19MAR2008 -add the requirement and parameters for audio samples to be submitted -add requirements for write-ups regarding experience -revise evaluation factors to include technical evaluation of audio sample -clarify length of visit in paragraph 4(b) of Statement of Work -provide guidance on how quote shall be submitted -add note regarding copyright 1. In order to extend the due date for receipt of quotes, past performance questionnaires and audio samples; to add requirement and parameters for audio sample to be submitted; to add requirements for write-ups regarding experience; and to revise the evaluation factors to include the technical evaluation of audio samples, the following paragraph is hereby DELETED in its entirety: The government intends to award to the responsible contractor whose quotation is the most advantageous to the government considering price and price-related factors. This solicitation will be evaluated on the following factors: experience, past performance and price; when combined, experience and past performance are significantly more important than price. Past Performance to include performance on contracts with Government agencies and private industry in terms of ability to meet delivery schedule and delivered product meeting SOW/solicitation specs. Offers should document experience in performing contracts with the same or similar requirements. Offerors shall submit a minimum of two completed Past Performance Questionnaires (questionnaire template is attached). Quotations must be received no later than 3:00p.m., local time, 25FEB2008. Quotations sent via U.S. Postal Service should be mailed to Marine Forces Reserve, Regional Contracting Office, 4400 Dauphine Street, Bldg 601, New Orleans LA 70146, Attn: Ms. Tammy DeMille. All quotations not sent through the U.S. mail will be considered to be hand carried and direct delivered. Hand carried quotations must be delivered directly to the Regional Contracting Office, 4400 Dauphine Street, Bldg 601, New Orleans LA 70146. Direct delivery of offers is only possible during weekdays, excluding federal holidays, between the hours of 8:00a.m. and 3:00p.m. Offers may also be submitted via fax number (504)678-5283, Attn: Ms. Tammy DeMille, or via email: tammy.demille@usmc.mil. Questions concerning this procurement should be directed in writing to Ms. Tammy DeMille, via email tammy.demille@usmc.mil; or, via fax (504)678-5283. When documenting experience in their quotes, offerors shall include a brief write-up as to what qualifications they have that capture the New Orleans sound. Offerors shall also include their experience writing for other disasters/catastrophes. Offerors shall also submit audio samples of symphonic wind band literature that the composer has written. The sample does not need to be New Orleans or hurricane related. However, the offeror shall include a brief description/synopsis of the subject of the composition. Audio samples will be evaluated as a technical factor based on the composer?s style of writing; voicing ? use of woodwinds, brass, percussion; and balance and use of instruments. Audio samples may be sent via email or CD; those sent via email must be in Finale format; CDs shall be in Finale or MP3 format. Offerors may also submit sheet music so the band can follow along with the audio sample; however, sheet music is not required with the sample. Quotations must be received no later than 3:00p.m., local time, 19MAR2008. Regarding the visit to New Orleans described in paragraph 4(b) of the Statement of Work, the composer shall allow for 2 full days in New Orleans; this period will include meeting the Commander of the Marine Forces Reserve; meeting and assessing the Band?s capabilities and a tour of the devastation in New Orleans; the tour will be provided by government personnel in a government vehicle 3. When submitting quotes, the quotes should be all inclusive including travel costs; fee for composition; and any additional costs associated with this commissioning. Each of the costs shall be listed separately - travel costs itemized to the best of your ability; fee for composition and an itemized list of any additional costs associated with this commissioning. It should be your best and final offer. 4. Regarding copyrights, copyrights shall remain with the composer.
