Description
The below correction, questions, answers and additional info are hereby incorporated into the synopsis/solicitation. CORRECTION: Contractors will provide UTM ammunition, only; Contractors will not provide UTM conversion kits; kits will be provided by the government. QUESTIONS & ANSWERS: 1. "All Unit Inventory On-Hand UTM bolts for rifle/pistol (unit has the upper receivers and magazines, but not the UTM ammunition; CONTRACTOR MUST PROVIDE UTM AMMUNITION AND CONVERSION KITS) ANS: WE HAVE ENOUGH KITS TO OUTFIT AN INF PLT IN BOTH CARBINE AND 9MM. CONTRACTOR MUST PROVIDE UTM AMMO ONLY. SUGGESTED 22,500 (5.56) 11,200 (9MM) TO BE UTILIZED DURING MOUT TRAINING 2. UTM Ammunition: TO BE PROVIDED BY CONTRACTOR (UTM are training rounds similar to paintballs). ANS: SUGGESTED 22,500 (5.56) 11,200 (9MM) TO BE UTILIZED DURING MOUT TRAINING 3. UTM Conversion kits: TO BE PROVIDED BY CONTRACTOR" ANS: INCORRECT. AT BN WILL PROVIDE. 4. IF, as stated, all units on hand have UTM Bolts,upper receivers and magazines, is contractor expected to provide all with UTM Conversion kits, or some? ANS: NO 5. If some, how many complete UTM Conversion kits: ANS: NONE 6. Also, is the expectation that any conversion units and ammunition provided will remain on-site as property of the USMC? ANS: REMAINING AMMO (IF ANY) WILL NOT REMAIN WITH THE UNIT. MUST BE TAKEN BACK BY CONTRACTORS. 7. What UTM stands for? Is it a type of simmunition? UTM DATA CAN BE FOUND AT THE LINK COPIED BELOW. http://www.utmunitions.com/HTML/SafetySheet.html 8. How many UTM conversion kits for each weapon system are currently on hand and how many more will be required to be supplied by the contractor? ANS: ENOUGH TO OUTFIT AN INFANTRY PLATOON 9. At what stage of the training will the UTM converted weapons be needed and by how many shooters? Will each shooter need a UTM converted M-4 and a UTM converted M-9? ANS: DURING THE MOUT TRAINING 10. Approximately how many rounds of UTM ammunition will be required for each weapon system for each shooter? ANS: 22,500 (5.56) 11,200 (9MM) 11. Can you tell us how many UTM Conversion kits and how much UTM Ammunition is needed? Also we need to know what they will be used for. ANS: CONVERSION KITS ARE NOT REQUIRED. RND COUNT... (5.56) 22,200 (9MM) 11,200 12. Please provide the quantities and models of the weapons that will be used for this training so that we can accurately obtain UTM conversion and ammunition pricing. ANS: KITS ARE NOT REQUIRED. CONTRACTOR WILL NEED TO PROVIDE UTM AMMO ONLY. 13. Will the unit be providing their own targets, other than the steel targets currently available at Ft. Harrison, or will we be responsible for providing these? ANS: YES. UNIT PROVIDED 14. How many Simunition / UTM kits do you want for the training? Every Marine? Percentage of Marines? Do you have the flexibility to set up your own flat or static range in one of the training areas? Kits are not a problem. We'll provide. We do not have enough for everyone. We can source a training set, 50 Rifle/20 9mm. Below is a list of ranges/TA's that we have reserved: 25 meter zero range 24 lanes Automated M16 range 10 Lanes 25 to 300 yards Machine Gun Range 20 lanes able to shoot 9mm,M16,and Shot Gun Law Enforcement Range 24 lanes 9mm/M16 0 to 35 yards Automated Pistol Range 9 lanes 7 to 50 yards Mout Facility Tank Course and Vehicle Test Track for convoy ops Limestone Training area Mortar Range Machine Gun Range 203 Range Squad Defense 4 2man fighting positions 1 vehicle position Grenade Range Throwing pit Mk 19 Range Mounted and Dis Mounted patrolling areas 15. Will M4 BZO be completed prior to training? ANS: YES 16. What type of optics are going to be used on the M4? ANS: M4 RCO 17. Who will provide the barricades for the live fire? How many? What type? ANS: BARRICADES WILL BE AT THE RANGE FACILITIES. JERSEY BARRIERS AND THE LIKE. 18. Who will provide the targets? What type? ANS: AT BN AND FT HARRISON. STANDARD SILHOUETTE TARGETS. 19. Under Combat Pistol Live Fire: "AIC Drills" are listed - what is that? ANS: OMIT. WE WILL WORK WITH THE CONTRACTOR'S RECOMMENDED DRILLS 20. How much ammunition will be available per man / per caliber (5.56mm & 9mm)? ANS: SPREADSHEET IS AVAILABLE UPON REQUEST ? tammy.demille@usmc.mil 21. How many HMMWV's will be available? Type (up-armored)? ANS: (4) UAH, (6) 4pax 998 HMMWV, (2) 7-tons 22. What specific ranges are reserved at Ft Harrison? How many firing lanes? Are maneuver ranges reserved for the 360 Degree Live Fire Immediate Action Drills? ANS: YES, SEE ABOVE. ANS: UTM KITS WILL BE PROVIDED. THE CONTRACTOR MUST PROVIDE AMMUNITION. 25. What type of pistol is being used? ANS: M9 BERRETA 26. What is the student to instructor ratio requirement? ANS: 1 to 8 for weapons and 1 to 3-4 for driving 27. What type and number of vehicles are expected to operate in a convoy? ANS: (4) UAH, (6) 4pax 998 HMMWV, (2) 7-tons... UNIT PROVIDED 28. What type and number of vehicles are expected to operate in a PSD element? ANS: (4) UAH, (6) 4pax 998 HMMWV, (2) 7-tons... UNIT PROVIDED 29. Will the government provide on-site medical coverage either within the command (imbedded IDCs) or base EMS or some combination of the two? ANS: AT BN (ANTI-TERRORISM BATTALION) WILL PROVIDE "ON-SITE" MEDICAL SUPPORT. THE NEAREST LEVEL I TRAUMA FACILITY WILL TAKE 10 MINUTES, VIA GROUND MEDEVAC, TO GET TO THE EMERGENCY ROOM 30. Will the government provide Range Safety Officers (not involved with the training per applicable regulations) or will that be the contractor's responsibility? ANS: AT BN WILL TAKE CARE OF ALL RSO/OIC RESPONSIBILITIES 31. Will the government provide/arrange ranges as required to include pistol ranges, carbine ranges, driving area, and Military On Urban Terrain (MOUT) facilities? ANS: RANGE SCHEDULING WILL BE TAKEN CARE OF BY AT BN. ALL COORDINATION WITH RANGE CONTROL WILL BE HANDLED BY THE MARINES. 32. Please clarify whether it is UTM or Simunitions that are required. ANS: THE VENDOR IS REQUIRED TO PROVIDE UTM AMMUNITION. EVERYTHING ELSE WILL BE PROVIDED BY THE UNIT 33. Is the contractor required to provide facemasks and other associated PPE for use during the UTM training? ANS: NO 33. How many rifle / pistol UTM conversion kits are required beyond unit inventory? ANS: NONE 34. How many Marines will be expected to use UTM converted weapons during the last two-day full-scale exercise (FSE) (i.e. will all 150 Marines need a converted M4 and M9 for these two days?) ANS: WE DO NOT ANTICIPATE THE NEED TO USE UTM DURING THE FSE 35. How many shooters can the firing range facilitate simultaneously? ANS: THE MAJORITY OF THE RANGES HAVE 20-30 LANES 36. How many and what type of vehicles will be provided by the government for use in the convoy training, PSD training, and FSE? ANS: (4) UAH, (6) 4pax 998 HMMWV, (2) 7-tons 37. Is this a new contract or is there an incumbent? ANS: NEW 38. If so, how long has the incumbent had this contract? ANS: N/A 39. In regards to the UTMs, will the cost of providing this equipment be included in the base contract cost or will this be a reimbursable expense? ANS: The vendor is required to provide UTM Ammunition. Everything else will be provided by AT BN 40. Who is required to schedule the ranges? ANS: AT BN has scheduled the Range 42. In regards to the final exercise, will role players be included?If so, will they be provided at government expense? How many role players will be required? ANS: AT BN will source the role players if the requirement arises. 43. In regards to the live fire final exercise, will the use of flash bangs or smoke grenades be authorized? If so, who will provide them? Are there any base or environmental restrictions in regards to their use? ANS: AT BN has requested both. Restrictions are placed on each training area and are specific to that training area. In regards to the scheduling of this training, (dated 5-11 April), there is a question mark on the document. Are these dates firm or is there a chance that they might get moved? ANS: Dates are firm. 45. Are contractors authorized to stay at the BOQ? ANS: NO 46. Are contractors authorized to use the dining facility? ANS: NO 47. How much ammunition is allocated for the Marines? We need this information to establish the shooting tables for range evolutions. There is a spreadsheet available by request which lists the ammo that AT BN has requested for the training. It may be useful in development of proposals.
