Description
This is a Sources Sought Announcement. TACOM LCMC-RI is seeking to identify potential offerors that can provide a commercial Artillery Spotting Binocular 7x50. The Artillery Spotting Binocular, 7x50, with Individual Eyepiece Focus, Mil Scale Retic le, and Carrying Case shall have the following requirements: Magnification: Magnification of each prism telescope of the binocular shall be equal to or between 6.8 to 7.2 power. Magnification differences of the two barrels shall not exceed 2%.<BR > Field of View: The minimum field of view at 1000 meters shall be 128 meters. Weight: The maximum weight with strap and lens caps shall not exceed 1.6 kilograms. External Covering: The external surfaces of the binocular bodies sh all be non-reflective and have a non-slip covering with a matte surface. Eyecups, Eye Lens Covers, and Objective Lens Covers: The binocular shall be provided with eyecups, which shall be foldable. The binocular shall also be provided with covers for the objective and eye lenses. These components shall be made of tear-resistant material. Carrying Strap: The binocular shall be equipped with a carrying strap shall be between 97 and 112 cm in length. Carry Case: The binocular shal l be equipped with a carry case. Case shall be water resistant with strap attach. Binocular Color: The binocular shall be predominantly one basic color: black, green, or field drab. Interpupillary Adjustment: The binocular must have a n interpupillary distance which covers a minimum range of 58 to 72 millimeters (2.28 to 2.83 inches). Collimation: Both telescope of the binocular shall be aligned to produce a single image when viewing an object at a distance of 1000 meters.<BR > Resolution: Resolution shall not greater than nine (9) seconds of arc, when measured at the center of the field of view. Horizontal and vertical lines shall be resolved within 0.5 diopter. Image Tilt: The images of an infinity plumb line formed by the two optical systems shall be parallel to each other within one degree of arc. Neither image shall vary from the vertical by more than one degree of arc. Eyepiece Focus: Individual eyepiece focus is required. The individual eyepieces shall be adjustable through a true range of ? four (4) diopters. The individual diopter scales shall be graduated through a minimum range of ? 4 diopters. Markings shall be provided at every diopter. Scale: The reticle shall be marked with stad ia lines representing 5 (five) mil increments, in object space, in both vertical and horizontal directions. Temperature: The binoculars shall withstand temperatures of 25 C and +70 C (13 F and +158 F) without damage or internal fogging. The bin ocular's eyepiece diopter and interpupillary adjustments shall operate freely within the range of temperatures specified. Water Tightness: Binocular shall remain watertight while withstanding immersion in one meter deep water for a sixty (60) mi nute period. Humidity: The binocular shall withstand exposure to a temperature of 120 degrees F at 95-100 percent relative humidity for 24 hours with no internal fogging of the optics. Interested potential offerors which can meet the funct ional requirements as described herein are encouraged to send existing commercial product literature and commercial price lists that will provide the Government with the ability to determine the adequacy of the offered product for meeting the stated requir ement. The Government must be able to make an adequacy determination based on the literature provided and will not accept hardware samples at this time. This Sources Sought announcement serves as Market Research only. This is not to be considered a firm commitment on the part of the Government nor does it constitute an order.
