Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible business firms capable of performing design-build services for P1163 Main Gate Physical Security Upgrades for Marine Corps Base (MCB) Camp Lejeune North Carolina. Work shall include design and construction of a gatehouse, visitors center, and canopies with supporting AT/FP facilities for a major entry gate & P1164 Physical Security Upgrades for Piney Green at Marine Corps Base (MCB) Camp Lejeune North Carolina. Work shall include design and construction of a gatehouse, canopy, and commercial inspection enclosure with supporting AT/FP Facilities for a truck inspection gate. Gatehouse and Visitors center are to be of Concrete Masonry Unit (CMU) construction with brick veneer and standing seam metal roof with ballistic windows and doors for AT/FP requirements. Canopy is to be of steel frame construction with brick veneer on columns and standing seam metal roof. Commercial Inspection Enclosure to be Pre-Engineered building enclosure to keep vehicles and inspectors out of weather. Enclosure is to have catwalk system for overhead inspection. Also included is a weather shelter for persons awaiting vehicle inspections and in line for a visitors pass. Supporting Facilities are to include active and passive barrier systems to comply with current AT/FP standards for security gates, relocation of detection equipment tower, and an emergency generator. Electrical utilities include site lighting, communications including telephone and LAN, site electrical work for active barriers as well as information systems for buildings. Mechanical utilities include HVAC system, water and sanitary sewer distribution with lift station and fire protection. Paving and site improvements for P1163 include staff and visitor parki ng, vehicle inspection and turn around lanes adequately sized, guard r ail, raised concrete islands for security personnel, landscaping, sidewalks, and a parking area for a Military Working Dog vehicle. For P1164 these improvements include additional POV traffic lanes both inbound and outbound, truck inspection lanes adequately sized, and area for future X-ray equipment, guard rail, raised concrete islands for security personnel, inspection pits for under vehicle inspection, landscaping and parking for security guards and a Military Working Dog vehicle. Also included is paving for Old Sawmill Road from Piney Green Rd to Holcomb Blvd with a traffic light on Holcomb Blvd as well as paving for a new road from Holcomb Blvd to the Watkins Village Housing area. Site Demolition includes existing sidewalks, parking area, asphalt and curbing as well as the current gate houses buildings 35 and 985 and visitors? center building 812. The target award amount for this project is $12,000,000 to $13,000,000. All service-disabled veteran-owned small businesses, certified HUBZone small businesses, and certified 8(a) small disadvantaged businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract for these services no later than June 2008. The appropriate NAICS Code is 236220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, singled-spaced, 12 point font minimum) demonstrating ability to perform the requested services. This documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar value, size and scope within the last five years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company profile to include number of employees, office location(s), available bonding capacity in excess of $12,000,000 per contract, DUNS number, CAGE Code, and statement regarding small business designation and status. Submissions must be received at the office cited no later than 2:00 PM Eastern Standard Time on 24 March 2008. Electronic submission of the statement of capabilities packages will not be accepted.
