Description
The Naval Surface Warfare Center, Panama City (NSWC PC) intends to issue a sole source purchase order to Aret? Associates to provide on-site maintenance support as required during the MH-60S AN/AQS-20A testing. This support will consist of (1) Data Analysis to investigate issues with the EOID subsystem; (2) Troubleshooting the EOID subsystem; (3) Repair and replacement of failed item(s); and (4) Test and Evaluate after repair or replacement. The contractor shall supply the necessary test support equipment to perform on-site maintenance on the EOID subsystem. This procurement is sole source because Aret? Associates is the sole developer and original equipment manufacturer (OEM) of the EOID sensor for the AN/AQS-20A mine hunting system. Given the complexity of the AN/AQS-20A system and the level of system knowledge required to maintain and repair the EOID, it is reasonable to assert that Aret? Associates is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the required support. Use of another company to repair the EOID may introduce new, or change existing parameters that may induce unacceptable error into the AN/AQS-20A system. Failure to have an accurate EOID could result in significant damage to the AN/AQS-20A tow body and maybe even loss of U. S. Navy vessels as well as the entire AN/AQS-20A system. Therefore it is imperative that this effort is awarded to Aret? Associates immediately. The Request for Quote (RFQ) number is N61331-08-T-3515. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 541330 with small business size standard of $4,500,000. The order shall be firm fixed priced with a period of performance from award of the order through 31 December 2008. The expected award date is 21 March 2008. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. A number note of 22 applies to this requirement. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor?s EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area.
