Description
NASA Dryden Flight Research Center (NASA/DFRC) plans to issue an Indefinite Delivery Indefinite Quantity (IDIQ) contract to L-3 Communications Corporation (L-3 Comm.) of Salt Lake City, UT to provide specialized engineering and product support for the communication systems to the Global Hawk aircraft. The objective of the NASA DFRC Global Hawk Project is to provide a unique national civilian capability to fly government and civilian organization airborne science payloads on high-altitude, over-the-horizon, and long-duration missions. The contractor will be required to provide communication system engineering and technical support for the Global Hawk aircraft systems. The Contractor will be responsible for training and employing their specific unique facilities, tooling, and/or drawings used in the aircraft?s communication systems design and manufacture to perform modification or repair of the existing equipment. In addition, the Contractor will perform analysis, design, test, manufacturing, and installation support for anticipated Global Hawk communication system additions or modifications. The Contractor will also be responsible for fabricating additional Global Hawk airborne and ground communications equipment for use as spares by NASA-DFRC in support of uninterrupted Global Hawk flight operations. L-3 Communication Corporation is the sole manufacturer and system integrator for the proprietary Global Hawk aircraft communications equipment, which has unique knowledge of the ACTD Global Hawk aircraft and associated airborne and ground communication systems. L-3 Comm. designed, built, and extensively tested the communications systems for the Global Hawk family of aircraft and associated ground and aircraft systems. L-3 Comm. possesses the detailed knowledge for all aspects of the vehicle and ground station communications systems. L-3 Comm. can provide instant response to resolve problems and assistance with the communications systems that support the missions required for these experiments. Awarding to any other source would result in a significant schedule risk due to L-3 Comm.?s engineering and manufacturing expertise and capabilities with the Global Hawk family of unpiloted aircraft. This expertise is critical to the successful implementation of DFRC?s airborne science mission supported by Global Hawk type aircraft. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. local time on March 24, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency.
