- Description
- This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a paper solicitation will not be issued. The combined synopsis/solicitation number is MCC-08-0063-RFQ-52, and is issued as a request for quotation (RFQ), with incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-17. A firm fixed price contract is anticipated. The period of performance is one year with options for four additional years. This requirement is being synopsized under the North American Industry Classification System code 512191 ? Teleproduction and Other Postproduction Services, and the size standard is $27M. Background: The Millennium Challenge Corporation (MCC) is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. The MCC requires video production and web casting or Delayed web casting services. Description: The contractor shall be able to provide the following services: 1. A 1-2 minute DVD 'commercial' regarding MCC's work in compliance with overall commitment to transparency in educating key audiences regarding the agency and its mission. This video package will also need to be encoded for the MCC website. The 1-2 minute piece will require the contractor to write a script, provide chyrons and graphics as needed, original music, a voice over, and editing services. MCC will provide b-roll footage. An MCC employee will have access to a beta deck in order to log time codes for the b-roll footage. 2. An 8 minute DVD about MCC to accompany above mentioned product. This video package will also need to be encoded for the MCC website. The 8 minute piece will require the contractor to write a script, provide chyrons and graphics as needed, original music, a voice over, a crew to interview MCC officials, and editing services. MCC will provide b-roll footage. An MCC employee will have access to a beta deck in order to log time codes for the b-roll footage. 3. Live onsite Webcasting or Delayed Webcasting services on a periodic basis as determined by outreach events coordinated by Congressional and Public Affairs. On average MCC?s Public Affairs office will require webcasting services at least twice a month. All personnel, equipment (including cameras and Makie board). Deliverables: BASE 1. A 1-2 Minute DVD ?commercial? about MCC; deliverables are as follows: a. Initial Cut at DVD for Review: Due 5 days after contract award. b. MCC has 2 days to review and approve initial. c. Final DVD: Due 3 days from MCC approval. BASE 2. A 8 Minute DVD 'infomercial' about MCC; deliverables are as follows: a. Initial Cut at DVD for Review: Due TBD as mutually agreed by the parties. b. MCC has 2 days to review and approve initial. c. Final DVD: Due 3 days from MCC approval. OPTION An additional 8 minute DVD 'infomercial' about MCC; deliverables are as follows: d. Initial Cut at DVD for Review: Due TBD as mutually agreed by the parties. e. MCC has 2 days to review and approve initial. f. Final DVD: Due 3 days from MCC approval. BASE 3. Webcast Services, Encoding, and Hosting a. AT LEAST 2 times per month on an as needed basis at a time mutually agreeable to both parties: OPTION AT LEAST 2 times per month on an as needed basis at a time mutually agreeable to both parties b. Option 1, Year 2 c. Option 2, Year 3 d. Option 3, Year 4 e. Option 4, Year 5 Contractor shall provide facilities, qualified personnel, and necessary materials to complete all three CLINs. Period of Performance: This requirement is expected to have a base period of one year for the CLIN 1 through 3 items, and up to 4 one-year option periods, applicable as follows: CLIN 2 will be ordered, if at all, only once more in Option Period 2 and CLIN 3 will run for the base year and all 4 option years, if exercised. The provisions at FAR 52.212-2, Evaluation-Commercial Items (JAN 1999) apply to this combined synopsis/solicitation are hereby incorporated as follows: FAR 52.212-2 Evaluation-Commercial Items (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - Technical capability of the item offered to meet the Government requirement; and - Past performance (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) The following factors shall be used to evaluate quotations: Technical Capability: The contactor must have experience in the following: - Web-casting/Streaming live events onsite with onsite encoding; - Hosting with a redundant network backbone; - Graphics After Effects; - Shooting in high definition (preferable); - Script writing for a government agency or non-profit; - Previous experience in video production covering development assistance issues and/or developing countries; - Possible change-out of graphic element/logo subject to organization re-branding mid-2008; - Burning and packaging and labeling of 1000 copies of the two DVD products (2000 total). This covers both the 1-2 minute and 8 minute videos. Of course the Option item 2 would be an additional 1000. Past Performance: Each offeror MUST provide three (3) past performance references for similar contract/order completed within the past 3 years (or which is currently being completed), to include the name of the customer organization, a named point of contact in that organization that is familiar with the contract/order from a technical or contractual standpoint, their phone number, and their email address. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all, including sources outside of the Government. NOTE: All quotes MUST include price(s), payment terms, and a point of contact (POC), name, phone number and e-mail address. Be sure to price each CLIN (1-3), each Optional CLIN (2 and 3) and each event (CLIN 3: Base and Option Years at 2 per month for 12 months) and provide a total for all requirements. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements. Offerors who are not qualified will NOT be considered further. To be eligible for award, offerors must be registered in the Central Contractor Registration (CCR), as required by FAR 52.204-7, Central Contract Registration.
