- This is a combined synopsis/solicitation for a commercial Internet subscription service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; only proposals are being requested and a written solicitation will not be issued. The Request for Quotation number is DE-RQ65-08WA38555 and the provisions and clauses which are in effect through Federal Acquisition Circular No. 2005-24 are incorporated. The NAICS Code for this solicitation is 519120 and the size standard is $6.5 Million. A fixed-price award is anticipated and all qualified and responsible sources may submit a proposal. The period of performance is April 1, 2008 through March 31, 2009. The anticipated award date is March 26, 2008. This procurement is being solicited under Simplified Acquisition Procedures in accordance with FAR Part 13. Western Area Power Administration (Western) has a requirement for a subscription for Internet access to various industrial standards to include updates. The Industrial standards required by Western are: American Society for Testing and Materials (ASTM) International Complete 2-User Web, American Welding Society (AWS) Complete 2-User-Web and Standard Quarterly Usage Reports. The service to be provided is for an Internet tool which allows Western to access industrial quality standards as generated by these organizations. This requirement for Internet access is necessary to ensure that specifications referenced in Western???s contracts are accurate and current. It is anticipated this will be a continuing requirement in the foreseeable future. Quotes should be prepared in accordance with FAR clause 52.212-01, Instructions to Offerors-Commercial Items. The following clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following addenda are added to the solicitation: FAR Clauses 52.219-28, 52.222-19, 52.222-21, 52-222-26, 52.222-36, 52.222-50, 52.225-13, and 52-232-33. FAR Clause 52.252-2 (Internet address for this clause is www.arnet.gov/far) and WAPA clauses LH.0000-0078 and LH.0000-0079 are also added. The full texts of FAR clauses are available as specified in FAR Clause 52.252-2. The full texts of LH.0000-0078 and LH.0000-0079 may be obtained by contacting John Sutter. Best value is the basis for award. All contractors are required to be registered with the Central Contractor Registry (CCR) in order to be eligible for an award from this office. Registration and additional information for CCR is available at http://www.ccr.gov/. In addition, prospective contractors shall have completed annual representations and certifications at https://orca.bpn.gov/ in conjunction with registration in the CCR. Proposals must be received in this office by the date specified in the announcement and are to be mailed to Western Area Power Administration, 12155 W.
