- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. This requirement is being synopsized as Sole Source to Pennsylvania College of Optometry, 8360 Old York Road, Elkins Park, PA 19027 under standard industrial classification code 8221, NAICS Code 611310; size standard is $5.0 million. The resulting contract will be a Firm Fixed Price type Contract under FAR Part 12 ??? Acquisition of Commercial Items. COMMERICAL ITEM DESCRIPTION: The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis, MO proposes to enter into a firm-fixed contract, with a base year and three options years. For web-based courses that will provide distance learning education for care professional staff in Blind Rehabilitation; 45 hours of continuing education University certified credits; and increase their ability to meet ACVREP requirements (this is blind rehabilitation certification engine). Employee Education System Blackboard on-line learning system will be used as the portal to the courses. All questions must be addressed to the Contracting Officer/Specialist only. Any other official may disqualify the offeror from submission of a quote. STATEMENT OF WORK FOR Blind Rehabilitation Courses 1.0 Background Veterans Health Administration (VHA) Blind Rehabilitation would like to continue to make online education available that addresses the following criteria: 1) increases staff skills and knowledge to effectively work with Veterans who have visual impairments, and 2) enable employees to attain and maintain certification in their professional organization. To meet the requirements of certification these online courses must satisfy standards set forth by the Academy for the Certification of Vision Rehabilitation and Education Professionals (ACVREP). This allows the Employee Education System (EES) to purchase 3 comprehensive on-line university courses: Visual Impairment and Management; Functional Evaluation in Vision Rehabilitation Course II; and Functional Evaluation in Vision Rehabilitation Course III (Advanced) will assist employees in addressing all of the above criteria. The Employee Education System (EES) is an organization within the Department of Veterans Affairs (VA). EES is responsible for the development of organizational learning activities and resources for clinical and non-clinical VA employee training and education. 2.0 Scope & Objectives EES is seeking to procure 3 existing teacher assisted web-based courses on Visual Impairment and Management; Functional Evaluation in Vision Rehabilitation Course II; and Functional Evaluation in Vision Rehabilitation Course III (Advanced). The web-based course will be offered for the pre-determined amount of time of 17 weeks, to 25 participants each course and 2 observers/guests. EES???s Blackboard on-line learning system will be used as the portal to the courses. Thus, the procured web-based courses must be readily available for import into Blackboard. The course materials are the intellectual property of the university and will only be used for the purpose of the VA courses. EES may wish to work with the university faculty to modify the web-based course content so that it conforms to the needs of its target audience. These web-based courses will provide advancing degrees of knowledge in an online educational modality for health care professional staff in Blind Rehabilitation to: 1) Earn 45 hours of continuing education University certified credits for each course unit; over time will equal 135 hours of continuing education University certified credits. 2) Update their knowledge of the functional implications of common eye conditions and basic management of these eye diseases; 2nd course covers assessment of visual skills and use of low vision devices for persons with visual impairment; the 3rd is more advanced and covers commonly used evaluation tests and assessment, intervention strategies and assessing effectiveness of interventions. 3) Take courses that meet ACVREP requirements 4) These courses are a significant means of providing distance learning education in a critical area of clinical care. 2.1 Target Audience The primary target audience for this training is Blind Rehabilitation Visual Impairment Services Team (VIST) members. 3.0 Performance Requirements and Performance Standards Task 3.1: Delivery of the 1) Visual Impairment and Management Course I; Functional Evaluation in Vision Rehabilitation Course II; and 3) Advanced Functional Evaluation in Vision Rehabilitation Course III Blackboard course to EES. ??? The selected university shall provide the course to EES in a mutually agreed upon format and transfer media. ??? The selected university shall provide EES with a copy of any course CD-ROM that may contain supplemental content files. EES may duplicate this CD-ROM for distribution to course participants. Task 3.2: Course Technical Assistance. ??? The selected university shall provide a point-of-contact for Blackboard technical assistance pertaining to the Blackboard courses. ??? The selected university technical point-of-contact shall assist EES with the transfer of the Blackboard courses. Task 3.3: Instructor and Course Modification. ??? The selected university shall provide an instructor for each of the 3 courses who shall assist VA in the modification of the course so that it meets the needs of the VA target audience. ??? The selected university shall provide an instructor for each of the 3 courses for the duration of the 17 week availability for each of the 3 web-based courses on EES???s Blackboard learning system. Task 3.4 Technical Agreements ??? The contractor shall submit any technical agreement/documents to the contracting officer for review and concurrence. 4.0 Period of Performance / Delivery Schedule The project should begin no later than one week from contract agreement by both parties. With the option of the Government to extend 3 years thereafter. Delivery Schedule: Delivery Schedule: Delivery of Course and CD-ROM (Task 4.1) 1 week after award of contract Course Technical Assistance (Task 4.2) 1 week after award of contract Instructor (Task 4.3): Complete modification of the Course 2 weeks after award of contract Instructor (Task 4.3): Course Instructor For the duration of the EES course offerings Technical Agreements (Task 4.4) 2 week after award of contract 5.0 Notice of the Federal Accessibility Law Affecting All Electronic and Information Technology Procurements (Section 508) On August 7, 1998, Section 508 of the Rehabilitation Act of 1973 was amended to require that when Federal departments or agencies develop, procure, maintain, or use Electronic and Information Technology, that they shall ensure it allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. Section 508 required the Architectural and Transportation Barriers Compliance Board (Access Board) to publish standards setting forth a definition of electronic and information technology and the technical and functional criteria for such technology to comply with Section 508. These standards were published with an effective date of December 21, 2000. Federal departments and agencies must develop all Electronic and Information Technology requirements to comply with the standards found in 36 CFR 1194. SECTION 508 - ELECTRONIC AND INFORMATION TECHNOLOGY (EIT) STANDARDS The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) are incorporated into, and made part of all VA contracts, solicitations and purchase orders developed to procure Electronic and Information Technology (EIT). These standards are found in their entirety at http//www.section508.gov. A printed copy of the standards will be supplied upon request. The contractor shall comply with the technical standards at 36 CFR 1194.22 Web-based Intranet and Internet Information and Applications, 1194.24, Video and Multimedia products, and 1194.31, Functional Performance Criteria in performing this order.
