- The Army Contracting Agency (ACA) -Yuma Directorate of Contracting (DOC) located at the U.S. Army Yuma Proving Ground (USAYPG) in Yuma, Arizona is conducting an industry survey to locate interested sources with the ability to provide continued techni cal, operational, administrative, and logistical support to the Tropics Region Test Center (TRTC) mission of the U.S. Army Yuma Proving Ground (USAYPG) located in Yuma, Arizona. The TRTC is headquartered at USAYPG and manages testing activities at a variet y of sites, among them: Republic of Panama, Hawaii, Australia, Guam, French Guyana, Honduras, and Suriname. A Draft Performance Work Statement (PWS) has been provided for industry review and comment to assist in the development of a performance-based PWS. Technical Exhibits 1,2,3,4, and 5 referenced within the Draft PWS will be provided at a later date. This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Yuma Proving Ground. The purpose of this Sources Sought Notice is to identify potential sources that may be interested in and capable of performing the work described herein. The Army Contracting Agency-Yuma Directorate requests industry feedbac k in regards to the impact/concerns/benefits to both the government and contractor in regards to the following questions: Please be specific and include the advantages/disadvantages for both the government and contractor. 1. What contract type and contract length is commonly utilized for the contemplated services? 2. What are the advantages and disadvantages to both the government and the contractor in requiring the contractor to propose performance incentives and performance surveillance metrics and standa rds? 3. What payment method is preferred by companies in this industry? 4. What factors are commonly utilized to evaluate service providers for this type of requirement? The ACA-Yuma DOC does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted be made, nor will respondents be notified of the ACA-Yuma DOCs review of the information received. Interested sources shall provide all questions and feedback in writing no later than 12:00P M Noon MST on April 3, 2008.
