- This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of Department of Defense Office of the Inspector General (DoDIG), intends to procure technical support for operational recruitment and staffing support to Human Capital Advisor y Services Directorate (HCASD). This requirement will be competed as a small business set-aside or under full and open procedures. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541612 with a size standard of $6.5M are encouraged to submit their capability packages outlining their experience in response to the following key questions: 1. What level of experience do you have in knowled ge assessments to help baseline knowledge gaps, flows, resources, and knowledge? Explain the methodologies you use, the population sizes you have generated for the accuracy and validity of your findings, and the technologies you have used? 2. What leve l of experience do you have in analyses and analysis technologies that offer simple to sophisticated analytic capabilities? 3. What level experience do you have in the use of web-based technologies in the areas of analysis and forecasting? 4. What kinds of quality control procedures have you developed and implemented in order to ensure that generated forecasts are valid and reliable? 5. Provide at least 3 DoD customers within the past three years highlighting similar work performed. Include co ntract numbers, contract type, dollar value of each procurement, point of contacts, and a brief description of the work performed. The capability statements shall not exceed 20 pages in total. If at least two responsible small business conc erns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 3:00pm EST on 13 March 2008, the requirement will be solicited as a 100% set-aside for small business concerns . If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capabi lity packages submitted this requirement will be solicited under full and open procedures. No other synopsis will be posted for this requirement. A key element of the services is talent acquisition. There are severe shortages in the labor market and the OIG is experiencing fierce competitio n for top talent. This requires that the OIG develop competitive approaches to recruit and hire potential employees using a variety of strategies. 1.3 Objectives: To procure contractual services from an eligible vendor that has been determined by the contracting activity to meet the scope and objectives of this Performance Work Statement (PWS). 1.4 Scope: The scope and objectives cover operational recruitment and staffing support to HCAS, and tactical planning and implementation to suppor t short-term and long-term recruitment and retention strategies. 1.4.1 The contractor shall provide all duties explained in Part 5. 1.5 Period of Performance: One year from award date with four (twelve months) option years. 1.6 Ge neral Information: 1.6.1 Government Remedies: The contracting officer shall follow FAR 52.212-4, Contract Terms and Conditions-Commercial Items or 52.246-4, Inspection of Services-Fixed Price for contractors failure to perform satisfactory services or failure to correct non-conforming services. 1.6.2 Recognized Holidays: The contractor will not be required to work on the following holidays. The Contracto r shall perform tactical work off-site as required. 1.6.4 Type of Contract: The government anticipates award of a Labor Hour contract. 1.6.5 Security Requirements: The Contractor must be able to obtain a contractors National Capital Region building access badge. 1.6.6 Special Qualifications: None 1.6.7 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract adminis tration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contr actor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the con tractor will explain to the Government of any experienced problems. Appropriate action shall be taken to resolve outstanding issues. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in con nection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements including Government drawings, designs and specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property and provide site entry of Contractor personnel. A letter of designation is iss ued to the COR and a copy should be sent to the Contractor that explains the responsibilities and limitations of the COR especially with regard to changes in cost, price, estimates or delivery dates. The COR is not authorized to change any of the terms an d conditions of the contract. 1.6.9 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third partie s are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as cont ractor products or that contractor participation is appropriately disclosed. The contractor will be required to obtain and wear badges while performing their duties (see paragraph 1.6.7). PART 2 DEFINITIONS & ACRONYMS Best Effort: Tha t effort expended by the contractor to perform within the awarded ceiling price all work specified in this task order (TO) and all other obligations under this TO and the basic contract. This effort includes providing qualified personnel that is properly supervised and following industry accepted methodologies and practices. The effort is further characterized by operating at all times with the Governments best interest in mind, using efficient and effective methods and demonstrating sound cost control. The effort must be identical to the effort that would be expended if this were a firm-fixed price TO and the contractors profits were dependent upon reducing costs while meeting the Governments requirements in terms, quality and schedule. Failure to pr ovide this required effort may result in the withholding of payment for hours expended that do not qualify as best effort or a reduction in the rate per hour to reflect decreased value of services received. Contracting Officers Representative (COR) : A representative from the requiring activity assigned by the Contracting Officer to perform surveillance and to act as liaison to the contractor. CCE: Contracting Center of Excellence Defective Service: A service output that does not me et the standard of performance associated with it in the PWS. PWS: Performance Work Statement Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of c ontractor performance. Quality Control: Those actions taken by a contractor to control the performance of services so that they meet the requirements of the PWS. Quality Assurance: Those actions taken by the government to assure services meet the requirements of the PWS. PART 3 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT AND SERVICES 3.1 General: The government shall provide th e facilities, equipment, materials and/or services listed below. 3.2 Equipment: None. 3.3 Facilities: The Government may furnish the necessary workspace for the contractor staff to provide the support outlined in this PWS to include desk space, telephones, computers and other items necessary to maintain an office environment only on a space available basis decided by the government. PART 4 CONTRACTOR FURNISHED ITEMS AND SERVICES 4.1 General: None PART 5 SPECIFIC TASKS 5.1 Basic Services: The contractor shall provide the following services explained in this PWS. 5.1.1 Redesign OIGs vacancy announcement template to accomplish the following: (1) market OIG as an employer of choice, (2) convey clear and concise duty statements and qualifications criteria that are easily understood by the general public, (3) describe evaluation process and required documentation in a way that increases the probability that applicants will submit all requi red documentation. 5.1.2 Assist OIG Human Resource Specialists in staffing a variety of positions by developing vacancy announcements, verifying qualifications and eligibility, adjudicating veterans preference, clearing priority placement lists, se tting pay, and making job offers. 5.1.3 Analyze labor market conditions and identify potential sourcing strategies to fill a wide range of OIG positions. 5.1.4 Analyze Civilian Labor Force (CLF) data and determine availability of potential candidates by gender, and race and national origin (RNO) to support strategic workforce planning efforts and to support the Federal Equal Opportunity Recruitment Plan (FEORP) and Hispanic Hiring Program. These are federally mandated programs. 5.1.5 Develop potential sourcing strategies and implementation strategies to meet requirements under the federally mandated Disabled Veterans Affirmative Action Program (DVAAP). 5.1.6 Develop potential sourcing and implementation strategies to su pport hiring of the disabled. 5.1.7 Support workforce planning efforts by developing statistical templates to support the analysis of retention, competency gaps, time-to-hire and diversity. 5.1.8 Write recruitment advertisements for journal s and publications. 5.1.9 Accompany OIG staff to job fairs and recruiting events, and market OIG as an employer of choice. 5.1.10 Provide tactical support to HCAS staff in the development of recruitment materials including brochures and d isplays under a Branding approach. 5.1.11 Additional Requirements and Skills: 5.1.12 Must be able to perform as an Administrative Clerk Level II (expected to perform assigned duties with minimal instructions or assistance and work is norm ally reviewed only on completion).
